About this opportunity
The United States Probation and Pretrial Services Office for the Central District of Illinois is seeking treatment services for federal defendants and persons under supervision through Blanket Purchase Agreements. The procurement will cover a range of critical services including urine collection/testing, case management, assessments, counseling for substance use, mental health, co-occurring disorders, and sex offenses, as well as polygraph examinations, medication, short-term residential placement, and transportation expenses. Interested offerors must demonstrate their ability to provide services within the catchment area, have available facilities, and employ professionals meeting specific experience and qualification criteria. Evaluation will focus on contractors' capability to deliver services and offer pricing comparable to or lower than their most favored customer rates. The solicitation process requires interested parties to submit a letter of interest by email to ILCP_treatment_services@ilcp.uscourts.gov, with the Request for Proposals (RFP) to be posted on the agency's website on or after June 15, 2025, and final responses due by that date.
The contract is not designated with any specific set-aside status and will cover services from October 1, 2025, through September 30, 2026, with a potential unilateral extension option by the government for an additional four years in twelve-month intervals. The procurement falls under NAICS Category 561611 for Investigation and Personal Background Check Services and PSC Category Q519 for Behavioral and Mental Health services. While specific award values are not disclosed in the pre-solicitation notice, the comprehensive nature of services suggests a substantial contract scope. The agreement will enable the procurement of treatment services across multiple modalities, with a focus on supporting federal defendants and individuals under supervision through targeted intervention and support programs. Contractors will need to demonstrate flexibility, professional expertise, and competitive pricing to be considered for this important federal service contract.
