About this opportunity
The United States Probation Office for the Central District of Illinois is procuring manualized cognitive behavioral group treatment services for persons under federal supervision through Blanket Purchase Agreements (BPA). The solicitation specifically seeks cognitive behavioral therapy groups focused on Moral Reconation Therapy, covering ten distinct geographic service areas across various Illinois counties including Mercer, Rock Island, Bureau, Fulton, Peoria, McLean, Champaign, Sangamon, and others. Vendors must maintain a physical site within their designated catchment area and demonstrate capability to provide all identified services while meeting professional qualification standards. Proposals must be submitted electronically in PDF format to ILCP_Treatment_Services@ilcp.uscourts.gov by the July 15, 2025 deadline at 4:30 pm. The government reserves the right to award contracts to single or multiple offerors based on their evaluation process.
This procurement does not utilize any set-aside designations and no incumbent contractors are identified in the solicitation materials. The BPA structure allows for a twelve-month initial term beginning October 1, 2025, with the potential for four additional twelve-month option periods, creating a maximum contract duration of 60 months. Each of the ten geographic service areas requires separate RFP submissions, with solicitation numbers ranging from 0753-26-501 through 0753-26-510. The services will be performed across multiple counties throughout the Central District of Illinois, with the primary place of performance listed as Peoria, Illinois. No specific budget ranges or award values are disclosed in the solicitation notice, though the multi-year BPA structure suggests a substantial ongoing commitment to treatment services for federal supervision populations.
