Synopsis:
•1. DLA Troop Support is preparing to issue a solicitation for a long term contract for the NSNs listed below. This will be an Indefinite Quantity Contract (IQC), Fixed-Price type with Economic Price Allowance (EPA) provision. Solicitation Number SPE3SE-17-R-0003 has an anticipated solicitation issue date on or about December 15, 2016; and an anticipated closing date on or about January 14, 2017 (Note: these dates are tentative only and subject to change).
•2. The solicitation will be issued under negotiation procedures in accordance with FAR Part 15. The solicitation will contain an Add/Delete clause by which the Government may elect to add or delete items from the solicitation/resultant contract. Any added items will be similar items within the scope of the solicitation/resultant contract; and will be an accessory to and/or associated with the Tray Ration Heating System (TRHS).
•3. This requirement is being solicited on an Unrestricted basis (ie...not set-aside for small business).
•4. There are a total of seventy-six (76) NSNs listed below. These NSNs cover the Tray Ration Heating System (TRHS), Single Pallet Expeditionary Kitchen (SPEK), and associated equipment, components, and related accessories. These are all sole source, part-numbered NSNs under which Babington Technology (CAGE: 04AL0) is the Original Equipment Manufacturer (OEM), and the only known source. These items are only available from Babington and are the only items that can meet the minimum needs of the Government. The Government does not possess complete, unrestricted technical data for these items which is required to evaluate alternate offers; or to solicit for competitive offers under full and open competition procedures. Babington, who originally developed the technology for the TRHS nearly twenty (20) years ago, has retained proprietary rights to all licenses, data rights, and technical drawings and specifications to the Tray Ration Heater, the Airtronic Burner, and all items used in conjunction with the Tray Ration Heater.
The Tray Ration Heater provides the services with the capability to prepare rations for the mobile and/or remote feeding of units of up to 250 individuals.

The TRHS is a fully-mobile system with heat-on-the move capability to feed 250 hot Unitized Group Rations/Heat & Serve (UGR-H&S) tray ration meals in remote areas, or 500 meals in a ration day. The systems also supports non-mobile, or stationary, feeding requirements. The SPEK includes the TRHS, a temper tent and the Field Sanitation Sink. The SPEK was created to satisfy the Air Force's requirement for a rapidly deployable, temporary kitchen for use in remote and undeveloped locations.
•5. Interested vendors/contractors are requested to review the Item Descriptions carefully to identify any potential manufacturing issues or challenges for which they wish to forward any questions, statements, or requests for clarification.
•6. Please note that the time period before the proposed award of the current acquisition may not permit evaluation of alternate offers when delay of award would adversely affect the Government. In this case, any offer(s) of an alternate product will not be evaluated for the current acquisition, but will be evaluated for potential use on future procurements. The clause entitled Conditions for Evaluation and Acceptance of Offers of Part Numbered Items, is included in the solicitation for the purpose of informing offerors about the extent and level of data which must be submitted for evaluation.
•7. The solicitation will result in a Firm Fixed Price, Indefinite-Quantity Contract (IQC), with an Economic Price Adjustment (EPA) provision with a one (1) base year, with the option to extend the contract for each of two (2), one-year option periods. It is anticipated that all requisitions will be Customer Direct (DVD).
•8. The required delivery shall be stated in the solicitation. The Government may request accelerated delivery after placement of an order.
•9. The Government will utilize Lowest Price Technically Acceptable (LPTA) Source Selection Procedures. Award selection will be based on the lowest price technically acceptable proposal that meets or exceeds the acceptability standards for non-cost factors. Evaluation factors for award are contained at Clause 52.217-9002.
•10. Prospective contractor(s) should have Electronic Data Interchange (EDI) capability.
•11. The Solicitation will be posted on https://www.dibbs.bsm.dla.mil/ Detailed system requirements and instructions for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dal.mil/. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGRISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. *The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. *The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDS and passwords modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).
