About this opportunity
The Department of the Air Force Air Mobility Command is seeking to establish a Multiple Award Construction Contract (MACC) Basic Ordering Agreement (BOA) for maintenance, repair, alteration, and minor construction projects at Travis Air Force Base in California. The contract will support real property infrastructure needs, with task orders anticipated to range from $2,000 to $1.5 million and approximately 21 orders expected annually. Potential contractors will be evaluated through a technical assessment involving a concept design submission across multiple construction disciplines, with subsequent task order competitions based primarily on price and price-related factors. Interested firms must demonstrate capabilities in various construction services and comply with specific subcontracting limitations that restrict payments to non-similarly situated entities to 85% of the contract amount. The Sources Sought Notice requires respondents to submit detailed company information by December 19, 2024, at 4:30 PM PDT, with the understanding that this is a market research phase and not an official solicitation.
The procurement is not designated with a specific small business set-aside, though it appears focused on small business participation within the Construction NAICS category (23). Contractors will need to demonstrate robust bonding capabilities in accordance with Federal Acquisition Regulation (FAR) 28.102 and show capacity to perform work organically across multiple construction disciplines. While exact total contract value is not specified, the structure suggests a substantial multi-year agreement with potential for significant recurring task order opportunities. The government's approach indicates a preference for contractors with comprehensive capabilities, local surge capacity, and flexibility to respond to varying infrastructure maintenance and construction requirements at Travis Air Force Base. Potential contractors should be prepared to showcase technical expertise, pricing competitiveness, and the ability to rapidly mobilize resources for projects ranging from minor repairs to more complex construction interventions.
