About this opportunity

The Defense Commissary Agency (DeCA) is seeking vendors to provide trash removal services for commissary stores located at McClellan and March ARB in California, New River and Camp Lejeune in North Carolina, and Fort Wainwright in Alaska. This pre-solicitation notice represents a Request for Information (RFI) to identify qualified contractors capable of managing waste collection services, including solid waste, recyclables, and organic waste removal. Interested vendors must be registered in the System for Award Management (SAM) under NAICS code 562111 and submit a capability statement via email to Carla Allen Pollard by January 27, 2025, at 12:00 PM EST. The solicitation will be made available on www.sam.gov under HQC005, DEFENSE COMMISSARY AGENCY, and vendors are advised to monitor this platform for future updates. Importantly, this RFI is for information and planning purposes only, and the government does not intend to award a contract based on these responses.

The contract will have a base performance period from April 1, 2025, through March 31, 2026, with four potential one-year option periods that could extend services through April 31, 2030. There is no specific set-aside designation for this opportunity, meaning it is open to all qualified vendors. While the pre-solicitation does not specify a precise award value, the Statement of Work indicates requirements such as managing three 8-cubic yard containers for solid waste (approximately 3,744-3,792 cubic yards annually), two 1-cubic yard containers for organic waste, and one 96-gallon container for recyclables. Pickup schedules will include Monday, Wednesday, and Friday for solid and organic waste, with recyclables collected every other Monday. Contractors must meet specific requirements including EPA guideline compliance, obtaining necessary permits, providing lockable and leak-proof containers, and maintaining clean equipment with uniformed, identifiable personnel.
