About this opportunity
The U.S. Immigration and Customs Enforcement (ICE) is seeking ground transportation services to support the 287(g) Program across 254 Texas counties, with transportation delivery to 36 ICE locations. This Request for Information (RFI) represents the market research phase, issued as a pre-solicitation notice to identify qualified vendors capable of providing armed ground transportation services for individuals arrested under immigration enforcement operations. Key requirements include maintaining two-person armed transport teams, achieving a statewide 30-minute average response time, utilizing current model vans or SUVs with secure detainee compartments, and implementing comprehensive security and operational protocols with 24/7/365 dispatch capabilities. The government is evaluating vendor deployment strategies, resource allocation capabilities, response time competencies, operational flexibility, and data tracking systems through responses submitted on the provided Excel Worksheet. Vendors must submit a one-page cover letter with company details, current federal contract vehicles, and business size status, with responses limited to 10 pages in PDF format and due by January 6, 2026.
This procurement carries no set-aside designations and is classified under NAICS code 561612 (Security Guards and Patrol Services). The government has not identified specific incumbent contractors in this pre-solicitation phase and is conducting market research to determine if existing government-wide acquisition contracts (GWACs) can be leveraged for competitive solicitation. The proposed contract period is 4.5 years, consisting of a 12-month base period with a 42-month option period, though specific budget ranges have not been disclosed in this pre-solicitation notice. The contractor will be responsible for all vehicle acquisition and maintenance, equipment provision, dispatch system establishment, and operational logistics across the entire state of Texas with service delivery to ICE facilities in Texas, New Mexico, and Oklahoma. Critical performance standards include zero preventable detainee escapes, complete documentation and compliance, fleet readiness maintenance, and strict personnel vetting and training requirements as outlined in the draft Performance Work Statement.
Notice text
Background and Purpose:
The Illegal Immigration Reform and Immigrant Responsibility Act of 1996 added Section 287(g) to the Immigration and Nationality Act (INA) — authorizing U.S. Immigration and Customs Enforcement (ICE) to delegate to state and local law enforcement officers the authority to perform specified immigration officer functions under the agency’s direction and oversight. The 287(g) Program enhances the safety and security of our nation’s communities by allowing ICE Enforcement and Removal Operations (ERO) to partner with state and local law enforcement agencies to identify and remove criminal aliens who are amenable to removal from the U.S. The 287(g) program allows ICE — through the delegation of specified immigration officer duties — to enhance collaboration with state and local law enforcement partners to protect the homeland through the arrest and removal of aliens who undermine the safety of our nation’s communities and the integrity of U.S. immigration laws.
ICE requires ground transportation services to support up to 254 Texas counties participating in the 287(g) program with transportation to 36 ICE locations.
The purpose of this RFI is to identify vendors who are interested in participating in a competitive acquisition for 287(g) Texas ground transportation services and are capable of successfully performing the requirements as outlined in the draft Performance Work Statement (PWS). Lastly, the government is seeking to determine if there are preexisting government-wide acquisition contracts (GWAC)s to solicit this requirement competitively.
Description/Scope of Work:
Please see the attached draft PWS for a description of the requirements. Interested vendors are requested to provide responses to the questions attached as they relate to the tasks in the PWS. Include responses on the attached Excel Spreadsheet.
