General Information:

Background and Purpose:
The Illegal Immigration Reform and Immigrant Responsibility Act of 1996 added Section 287(g) to the Immigration and Nationality Act (INA) — authorizing U.S. Immigration and Customs Enforcement (ICE) to delegate to state and local law enforcement officers the authority to perform specified immigration officer functions under the agency’s direction and oversight. The 287(g) Program enhances the safety and security of our nation’s communities by allowing ICE Enforcement and Removal Operations (ERO) to partner with state and local law enforcement agencies to identify and remove criminal aliens who are amenable to removal from the U.S. The 287(g) program allows ICE — through the delegation of specified immigration officer duties — to enhance collaboration with state and local law enforcement partners to protect the homeland through the arrest and removal of aliens who undermine the safety of our nation’s communities and the integrity of U.S. immigration laws.
ICE requires ground transportation services to support up to 254 Texas counties participating in the 287(g) program with transportation to 36 ICE locations.
The purpose of this RFI is to identify vendors who are interested in participating in a competitive acquisition for 287(g) Texas ground transportation services and are capable of successfully performing the requirements as outlined in the draft Performance Work Statement (PWS). Lastly, the government is seeking to determine if there are preexisting government-wide acquisition contracts (GWAC)s to solicit this requirement competitively.
Description/Scope of Work:
Please see the attached draft PWS for a description of the requirements. Interested vendors are requested to provide responses to the questions below as they relate to the tasks in the PWS.
Information Sought:
Provide a capability statement including the following information:
Deployment Strategy and Resource Allocation Questions
1. Deployment Approach:
Please describe your proposed deployment strategy for transport teams across the state. Will teams be distributed broadly (e.g., in each county) to ensure statewide coverage, or will deployment be more targeted, with higher concentrations in high-traffic areas such as Dallas and Houston and fewer resources in areas with historically lower demand?
2. Initial Deployment Plan:
What is your initial deployment plan for major population centers, including Houston, Dallas, San Antonio, and Austin?
3. Resource Quantification:
To meet the 30-minute response time requirement, how many transport teams do you anticipate will be necessary statewide? Please provide your estimated total number of teams.
4. Flexibility and Adjustment:
How does your strategy account for changing patterns in demand? For example, if transport volume shifts from one area (e.g., Houston) to another (e.g., Austin), what processes or criteria do you use to adjust your deployment plan? Are adjustments made proactively based on predictive data, or reactively in response to recent trends?
5. Data Collection and Granularity:
Beyond the required 30-minute statewide average response time, at what level of geographic detail (e.g., county, region) do you plan to track and analyze response times to inform your deployment strategy?
6. Contract Type and Contract Line-Item Number (CLIN):
Based upon the draft PWS, provide a draft CLIN structure for government consideration, to include contract type (Firm-Fixed-Price, Time & Materials, etc.)
7. Current Resource Availability:
Based on your proposed initial deployment plan, what percentage of the required transport teams do you currently have available? For example, if your plan requires 300 teams, how many are presently staffed and ready, and how many would need to be hired or trained?
8. Draft PWS Feedback:
Provide any pertinent feedback to the draft PWS to aid the government in further refining its requirements.
9. Current Federal Contracts:
List any federal GWAC’s that your company has a contract to which the requested services could be fulfilled.
Response Instructions Responses are due at the date and time indicated on page one (1).

· Respondent’s UEI Number Respondents are encouraged to identify all current federal contract vehicles and the contract numbers associated with those vehicles (ex: GSA Schedule 874 GS-00X-1234Z). This may include DHS-specific, or a Government-Wide Acquisition Contract, which could be utilized to obtain these types of services. Responses should also include the business size status under each contract identified. If no contracts are currently held, please indicate size status for NAICS 561612 or others that may be applicable to this requirement.
All responses shall be submitted in Adobe Portable Document Format (PDF) and shall not exceed 10 pages in length (including the cover letter). Please include in the subject of your email, “70CDCR26RFI00000009 –287(g) Texas Ground Transportation Services”.
Please note that the collection of this data does not obligate the U.S. Government to the incorporation of the comments in any future procurement action nor does it obligate the Government to the procurement of any services or products related to this notice. ICE may publish answers to questions and comments received in response to this RFI. The questions and comments published WILL NOT identify the source.
Proprietary information should not be included in the responses. To the maximum extent possible, submit Non- Proprietary Information. All information received in this RFI that is appropriately marked "Proprietary" will be handled accordingly. Use of Information:
The Government anticipates using the results of this RFI to help the acquisition strategy for the future of this requirement. ICE may engage in further market research activities, including one-on-one meetings, with highly qualified respondents.

This notice is issued solely for the purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. No solicitation is being issued at this time and the Government makes no assertion that a solicitation will be issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation, which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government is not obligated to and will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this request for information. Respondents will not be notified of any results derived from a review of the information provided; however, the information gathered may be used for future technical and acquisition purposes. The Government will not accept unsolicited proposals or offers in response to this RFI.
