Transportation requires two-person armed teams with Texas Level III Commissioned Armed Security Officer licenses carrying 9mm handguns with Level III retention holsters, operating vehicles no more than five years old with secure capacity for at least four detainees. All contractor personnel require High-Risk Public Trust designations, favorable suitability determinations, 40 hours of initial training plus 16 hours of annual refresher training, and current CPR/First Aid certification. The contract mandates 100 percent staffing with vacancies filled within 30 calendar days and requires an 80 percent monthly fleet operational readiness rate. Compliance with National Detention Standards 2026, FedRAMP standards, NIST SP 800-53, DHS security policies, and Prison Rape Elimination Act standards is required. This is a firm-fixed-price contract with a 12-month base period inclusive of a 120-day transition-in period and one optional 36-month extension period, for a total potential duration of 48 months. The pricing structure contains 255 Contract Line Items: one monthly FFP for each of the 254 Texas counties plus a separate statewide monthly FFP for centralized dispatch services. All costs—mileage, fuel, vehicle maintenance, staffing, training, equipment, and transition activities—are embedded in fixed monthly county prices regardless of actual transport volume; no separate surge, overtime, or mileage CLINs exist. Insurance requirements include workers' compensation of at least $1 million, general liability of at least $500,000 per occurrence, and automobile liability of at least $200,000 per person and $500,000 per occurrence. Economic price adjustments are permitted under FAR 52.222-43 when prevailing wage determinations are updated.
