About this opportunity

The U.S. Department of Transportation's John A. Volpe National Transportation Systems Center in Cambridge, Massachusetts has issued a Special Notice for Transportation Technology & Engineering Mission Solutions (TTEMS), a significant procurement opportunity originally announced as a Sources Sought notice in July 2024. The Volpe Center intends to establish a single award Blanket Purchase Agreement (BPA) against an eligible GSA Schedule contract for comprehensive engineering services support. This five-year contract will have an estimated total ceiling value of $200 million and will utilize various contract types including Firm Fixed Price, Labor-Hour, Time & Materials, and Hybrid arrangements. The procurement represents a rebranding and expansion of the previous Mission Information Technology Services requirement, with KBR Wyle Services, LLC currently serving as the incumbent contractor.

The primary purpose of this Special Notice is to inform potential contractors about the upcoming solicitation and provide details about a pre-quotation conference designed to explain the Performance Work Statement and acquisition strategy. The solicitation will be released on GSA's eBuy platform by November 2025 following a full and open competition process, with registration for the virtual pre-quotation conference due by October 1, 2025. Only GSA Multiple Award Schedule holders with Professional Services - Technical and Engineering SIN 541330ENG are eligible to participate in this procurement. The TTEMS contract will provide broad technical support across four functional areas including technology assessments, system analysis and development, system architectures and frameworks, and laboratory facility operations support, enabling the Volpe Center to deliver multidisciplinary transportation expertise across various transportation modes for both DOT and non-DOT organizations.
