About this file

This document is a Questions and Answers (Q&A) file from a pre-quotation conference for the Technical, Technology, Engineering, and Management Support (TTEMS) Blanket Purchase Agreement (BPA) solicitation by the Volpe Center. The Government intends to award a single BPA against a GSA Schedule contract, with the current incumbent being KBR Wyle Services, LLC under the Mission Information Technology Services (MITS) contract. The solicitation will be released through GSA eBuy in early November, with an anticipated phased down-select process that includes a technical evaluation in Phase I and potential capability demonstrations in Phase II.

Key details include work to be performed both on-site at the Volpe Center and remotely, with a Performance Work Statement (PWS) that broadly covers four functional areas. The total current contract ceiling is $174,811,728.50, with approximately $128,410,000 obligated to date. The procurement will use SIN 541330ENG after market research, and the Government does not intend to use sealed bidding procedures. Specific requirements for small business participation, key personnel, security clearances, and Government-Furnished Equipment (GFE) will be detailed in the forthcoming Request for Quotations (RFQ). Oral presentations are not anticipated, and the Government does not plan to conduct one-on-one meetings with potential bidders.

Please clarify the intent and mechanics of the "advisory down-select" - how is this different from a traditional down-select?

The Government intends to detail in the RFQ the down-select process. The intent of the advisory down-select is to allow companies the opportunity to minimize quote development and other costs for those contractors with little to no chance of receiving an award. Use of the advisory down-select in Phase I also has the potential of narrowing responses to Phase II, which may reduce the Government’s overall evaluation time. The Government’s advisory is recommendation only, and those quoters who are advised not to proceed may elect to continue their participation in the procurement unlike a firm down-select. See Acquisition Gateway for more information: https://acquisitiongateway.gov/ptai-finder/resources/12152?_a%5Eg_nid=12152

Can we assume Phase 1 down select will be based on technical response and Phase 2 would be demo of those capabilities?

The RFQ will detail Phase I and Phase II of the down-select process.

Will the RFQ include sample tasks such as those discussed today? The Government intends to provide a mock BPA call PWS as an attachment to the RFQ. Please review the RFQ for further details once posted. The mock call order might not be related to the example projects discussed at the conference, but is intended to be representative of the work that can be expected to be performed under the BPA.

Can you provide guidance regarding the expectations on government provided spaces, hardware and environments Vs contractor provided?

The Government intends to identify and provide Government-Furnished Equipment (GFE) and Government-Furnished Information (GFI), as applicable, on a call-by-call basis. Specific expectations regarding Government provided spaces, hardware, and environments versus Contractor provided resources will be defined in each BPA Call.

Given the increasing convergence of engineering and IT disciplines in modern solutions, would the government consider using SIN 54151S to allow for broader competition and enable participation from firms offering integrated IT and technical services, rather than limiting the scope to SIN 541330ENG?

The Government will safeguard the integrity of the procurement process during evaluation through strict adherence to the evaluation factors to be enumerated in the RFQ.

Will the Q&A be published? The Q&A will be posted on SAM.gov under NOTICE ID: 6913G6TTEMS.

Does the 30 day turnaround on the RFQ applies to Phase 1 only? or to Phase 1 and Phase 2 combined?

Will the RFP include Transition and Past Performance requirements? Transition and past performance requirements, if applicable, will be included in the RFQ once posted.

Currently the incumbent is KBR Wyle, LLC under contract number 6913G621D300001. The TTEMS PWS requirements reflect currently anticipated needs over the duration of the BPA period of performance.

Can you clarify if the research conducted to support this requirement will be shared with industry? If not, how will the Government ensure all vendors have access to the same baseline information and maintain a level playing field?

The Government intends to provide a mock BPA call PWS as an attachment to the RFQ. Please review the RFQ for further details once posted. The mock BPA call PWS is intended to provide a clearer understanding of the work anticipated to performed under the resultant BPA.
