About this file
This document is a pre-quotation conference presentation for the U.S. Department of Transportation's Volpe Center Transportation Technology and Engineering Mission Support (TTEMS) procurement. The acquisition strategy involves establishing a single Blanket Purchase Agreement (BPA) with a GSA Multiple Award Schedule (MAS) contractor through a full and open competition among Engineering Services contract holders. The anticipated RFQ will be posted in early November 2025 for 30 days, with an award expected in late March 2026, featuring a two-phase evaluation process using a "best value trade-off" approach.
The procurement seeks professional engineering and technical support services across four functional areas: Technology Assessments and Modernization, System Analysis and Development, System Architectures and Framework, and Lab Facility and Operations Support. Potential tasking examples include supporting the Flight Information Exchange Model (FIXM) for air traffic systems and the Remote Access Movements Portal (RAMP), a joint logistics software development effort with the U.K. Ministry of Defence. The contract will have a five-year ordering period, with small business subcontracting participation, and allows for Contractor Teaming Arrangements among MAS contract holders. Contractors will be required to support various technical domains including software development, cloud infrastructure maintenance, and enterprise platform enhancement.
