About this opportunity
The Federal Emergency Management Agency Region 9 seeks rental of a barge, vessel, and boat for transportation operations supporting disaster declaration 4910-MP in the Commonwealth of the Northern Mariana Islands, with quotations due May 25, 2026 at 6:00 pm Pacific time. This is a total small business set-aside restricted to firms residing or primarily conducting business in the Northern Mariana Islands.
Place of performance is Saipan and Managaha, CNMI, with operations required daily between 7:00 am and 5:00 pm. The contract period of performance is six days from the date of award. The prime contractor must own a 20-ton low-draft barge capable of transporting green debris with required manpower, a vessel for inter-island barge transportation, a boat for transport of twenty personnel, an all-terrain vehicle with tow-behind trailer, and reusable jumbo loading bags. Equipment owned solely by subcontractors will not satisfy this requirement. The contractor must maintain all equipment in serviceable condition, respond to maintenance calls within four hours, perform preventive maintenance and refueling, and provide trained operators. Quotations must include daily rental rates with all associated costs for delivery, setup, maintenance, refueling, and pickup on a firm fixed-price basis. The NAICS code is 483211, Inland Water Freight Transportation; the PSC code is V115, Transportation/Travel/Relocation—Transportation: Vessel Freight. Evaluation factors include technical capability (equipment specifications and suitability), operational readiness (maintenance and refueling capabilities), and cost. FAR 52.219-14 (Limitations on Subcontracting) applies, requiring the prime to perform a specified percentage of work with its own employees and resources. Submit quotations to Contracting Officer Demetria Carter at demetria.carter@fema.dhs.gov with copy to kimberly.sanders@fema.dhs.gov.
