1. This Contract is issued as a Firm Fixed Price contract, Combined Synopsis Solicitation. The project shall include all plant, labor, equipment, and material to transplant 635 trees from the Cannon Air Force Base Tree Farm.
2. The total performance period for this project will be 90 calendar days after the issuance of the NTP. Adverse weather days will be available if necessary. Weather days will be applied for by the Contractor and approved by the Contracting Officer. Both the Contractor and the Government shall track weather days.
3. The Specification are contained in the Revised Statement of Work (3 Pages) for this project as attachment 1.
4. The Drawings/Work Are Diagram, (1 Page) is included in this order as Attachment 2.
5. There are no Materials Submittals requirement included with this order.
6. Davis-Bacon wage rate will apply to this contract. The most current wage determination, New Mexico WD 05-2517 (Rev, - 8) dated 26 August 2008, will apply to this order and is included as Attachment.
7. The Contractor's Proposal dated 17 March 2009 in the amount of $65,005.00 is incorporated into this order.
8. Payment and performance bonds are not required. Notice to proceed will be issued after contract award.
9. New Mexico gross receipts tax is required for this project and is included in the contractor's proposal at $65, 005.00.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-30, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20090115, and Air Force Acquisition Circular (AFAC) 2008-1217. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4855-09-Q-0005 and is a Request For Quotation (RFQ). Submit written offers only, oral offers will not be accepted.

All firms or individuals responding must be registered with the Central Contractor Registration (CCR). Information concerning CCR registration requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423.


This solicitation is Full and Open Competition. The North American Industry Classification System (NAICS) is 561730, Landscaping Services. Small Business Size Standard is $7.0 million. Only one contract will be awarded.

All items/services shall be delivered FOB DESTINATION to Melrose Air Force Range, 20 road miles southwest of Melrose, New Mexico.


This solicitation is for the procurement of:


Transplanting Trees
CLIN 0001- Grubbing Mesquites. Non-personal service is to be performed in accordance with the attached Statement of Work (Attachment 1). Contractor will provide all labor, tools, parts, material, equipment, supplies, facilities, transportation, and services necessary to complete the service.

Notice


The State of New Mexico assesses a Gross Receipts tax for firms conducting business within the state. This tax is imposed on the basis of revenue derived from business operations within the state without regard to the location of the business entity. You are advised that any offer received will be presumed to include this cost of business and any request for adjustment of your price as a mistake in bid either before or after award of a contract will not be considered. The current New Wage Determination will be utilized.
