STATEMENT OF WORK

Transplanting Trees from Cannon AFB Tree Farm

Background

The Cannon AFB tree farm consists of 635 trees. The trees are between 3 and 5 years old, and most of them are between 6 and 12 feet tall. The following species are present: bur oak, Chinese pistache, Chinese elm, desert willow, true mountain mahogany, New Mexico olive, Arizona ash, Douglas fir, and ponderosa pine. These trees are still in root bags.

General Requirements

The contractor will meet with Cannon AFB Natural Resource personnel to discuss desired locations/requirements for transplanting the trees. The trees will be planted on Cannon AFB property near/within the Chavez West housing area and/or on the installation itself. The attached map shows the desired, tentative locations. A conceptual design will not be required, but the contractor will be required to space the transplanted trees a minimum of 30 feet from the north fence line and maintain 30 foot spacing between each tree transplanted. Trees planted along Boatawright Dive will be 6 feet from the outter edge of the side walk and at 30 foot spacing. The smaller srubs will be planted at closer intravals as necessary determined after contract award. The contractor will also take in to account utility and infrastructure locations, tree species, security requirements, and other Cannon AFB requirements. The contractor will be responsible for making the necessary coordination to have utilities located and to acquire a digging permit. The 27 SOCES/CEAN will determine when, irrigation set up and tree transplanting can begin. A MAP of the water supply system will be presented after project is awarded. The project is expected to be completed within 90 days after issuance of the notice to proceed.

The contractor will remove 103 trees that are located along James F. Boatwright Drive. These trees were planted in a narrow space between the sidewalk and street, which they are now damaging. The trees must be removed without incurring additional damage to the street and sidewalk. Trees from the tree farm will be brought in to replace some of these trees. However, the new trees will be placed outside of the sidewalk opposite the street. Removed trees will be properly disposed and tree stumps ground a minumum of 3-4 inches. Required areas will be backfilled.

The contractor will transplant all of the trees from the tree farm in accordance with the approved design. The contractor will ensure that irrigation is provided to all of the transplanted trees, and that the irrigation system works properly. The contractor will also use a root stimulator when transplanting the trees. Every effort will be made by the contractor to ensure that the trees are transplanted successfully. The contractor will remove and properly dispose trees that do not survive the transplant.

The contractor will clean up the tree farm following tree removal. This will include backfilling holes, removal/disposal of drip lines, and removal/disposal of synthetic, weed prevention strips.
