About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure two transmission mechanical components identified by National Stock Number 7R-1615-012306218-VH, with a critical focus on source approval and technical qualification. This pre-solicitation notice indicates that the items are flight-critical components requiring specialized engineering approval from the design control activity. Potential vendors must submit comprehensive technical data through the NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochure, demonstrating their capability to meet strict manufacturing and quality standards. The evaluation will heavily emphasize the vendor's existing engineering skills, unique design capabilities, and manufacturing/repair knowledge. Interested parties have until April 4, 2025, to respond, and must contact Dana Scott at dana.l.scott14.civ@us.navy.mil for any questions, with an initial 15-day window to identify potential commercial item alternatives.
The solicitation does not include a specific set-aside designation and does not mention incumbent contractors or precise award values. The procurement is for two units to be delivered FOB Origin, with a reference number of 70351-08001-046. Because of the specialized nature of the components, the Navy is restricting competition to previously approved sources, making the source approval process a critical barrier to entry. The government acknowledges that the technical data for these components is not economically available and cannot be easily specified for full and open competition. If a new source seeks approval, they must follow extensive qualification procedures approved by the cognizant Government engineering activity, with the understanding that the approval process may be time-sensitive and potentially impacted by fleet support needs.
