The Federal Highway Administration's Eastern Federal Lands Highway Division is procuring Transmetric's Traffic Server 8 database and web portal software through a sole source acquisition. This commercial off-the-shelf software integrates traffic analytic approaches recommended by the American Association of State Highway Transportation Officials (AASHTO) and provides quality assurance and quality control capabilities for recreational traffic data. The system must accommodate data from 300 continuous count stations and 750 coverage count stations, storing up to 30 years of traffic data with web-based access, quality control validation procedures, and comprehensive reporting capabilities. The software must generate traffic-related statistics, monthly and annual reporting including Annual Average Daily Traffic (AADT) and Seasonal Average Daily Traffic (SADT), and display traffic data via internet portal. All electronic products must comply with Section 508 accessibility requirements for persons with disabilities. The solicitation requires quotation submissions by September 2, 2025, at 2:00 PM EST, with proposals to be emailed to eflhd.ae@dot.gov.
This procurement does not utilize any small business set-aside designations and is structured as a sole source acquisition to Transmetric America, located in Austin, Texas, with Lee Kaufman identified as the senior software developer and primary point of contact. The contract value totals $247,500 over three years, with $80,000 allocated for FY26, $82,500 for FY27, and $85,000 for FY28. The system must support 115 continuous traffic count stations currently in operation and provide help desk support from 9 AM to 6 PM EST, Monday through Friday. The contract includes a 12-month base period with two 12-month option periods, spanning from October 1, 2025, through September 30, 2028. Performance will be managed from Ashburn, Virginia, with the database hosted on vendor servers and accessible through current Windows browsers with capabilities for downloading data in MS Excel and PDF formats.
