About this opportunity
Brookhaven Science Associates, LLC (BSA), operating Brookhaven National Laboratory under a Department of Energy contract, is soliciting quotes for Transition Radiation Tracker Support, a technical services contract associated with the CERN Large Hadron Collider. The request for quote (RFQ 457907) seeks a contractor with at least 12 years of experience working on the Transition Radiation Tracker subsystem, specifically requiring capabilities to operate and maintain the active gas system, conduct aging studies, and eventually support deinstallation of the subsystem from the ATLAS pit. The procurement will be evaluated using a lowest-priced, technically acceptable methodology, with quotes due by 3:00 PM ET on January 29, 2025. Potential bidders must submit questions by January 21, 2025, directed to Lisa Gonzales via email, and must be registered in SAM.gov (with an exception for foreign offerors). The NAICS code for this opportunity is 541990 (All Other Professional, Scientific, and Technical Services), with a size standard of $19.5 million.
The contract will be a cost-reimbursement arrangement with a two-year period of performance, anticipated to be awarded in mid-to-late February 2025. There are no specific set-aside designations for this procurement, though the solicitation includes small business subcontracting goals of 50% overall, with varying socioeconomic category targets ranging from 3-5%. The place of performance is Switzerland, specifically at CERN's research facilities, where the contractor will work directly with the Transition Radiation Tracker subsystem. While the total estimated contract value is not explicitly stated, the draft award documents indicate the contract will be funded incrementally, with final cost details to be determined. The procurement supports unclassified research and development work and will be managed under BSA's prime contract with the Department of Energy Office of Science, with technical oversight provided by a designated Technical Representative.
