The National Institute of Standards and Technology (NIST) intends to solicit a contract for transformer service, including visual inspection, oil sampling, and oil analyses for all liquid-filled transformers at the NIST Gaithersburg, Maryland facility, with a Sources Sought Notice response deadline of June 17, 2026. Work is performed at the NIST Gaithersburg, Maryland campus. Contractor access is subject to documented security badging and operational requirements: truck access via Gate C (6:00 AM–3:30 PM) or Gate A (3:30 PM–4:30 PM); normal work hours 7:30 AM–5:30 PM; paper badges for limited access (up to ten visits per 365 days), yellow badges for up to 180 visits in 24 months, or green badges for construction personnel (requiring Special Agency Check for less than 180 days or National Agency Check with Inquiries for 180 days or longer). Contractors must submit health and safety plans within 15 days of award in Activity Hazard Analysis format and security plans within 21 days of award. Buildings 235 and 245 require four-hour safety awareness training per employee and NIST-provided dosimeters for radiation exposure measurement. Compliance with OSHA, NFPA, NEC standards, asbestos protocols, and hot work permits from the NIST Fire Protection Group is mandatory.

The contract covers 121 transformers across multiple buildings and locations, ranging from 300 to 7,500 KVA, with three service types per period: oil quality analysis (121 samples), PCB analyses (33 samples), and dissolved gas analysis (121 samples). The anticipated contract period includes a base year plus four option years with identical scope and quantities maintained throughout. The Sources Sought Notice requests company information, SOW improvements, evaluation factors, pricing or cost estimates, safety program details, DOT compliance information, demonstrated ability to complete tasks, small-business subcontracting compliance information, alternative NAICS code suggestions, existing GSA Schedule or federal contract history, and identification of unduly restrictive requirements. Responses are due by 1:00 PM EST on June 17, 2026, to brandon.butler@nist.gov in Microsoft Word or PDF format with a ten-page limit (excluding cover page and pricing). Teaming arrangements are permitted. The Sources Sought Notice was amended on June 9, 2026, to add Attachment E (B206 Photos) and replace Attachment B with an updated Bid Schedule.

The NIST intends to award a contract to a transformer service provider, to provide transformer visual inspection, transformer oil sampling and oil analyses for all liquid filled transformers at National Institute of Standards and Technology (NIST) facility in Gaithersburg, Maryland.   The transformer inspection and transformer oil testing helps mitigate the risks of arc flash, component failure, structural fire, and electric shock.
