About this opportunity
The National Center for Advancing Translational Sciences (NCATS) at the National Institutes of Health (NIH) intends to negotiate and award a purchase order to InSphero Inc. for a Transcriptomics study - RNA-seq in Liver Spheroids Phase One. The purpose of this requirement is to evaluate the safety and acute liver toxicity of candidate antisense oligonucleotides (ASOs) using a 3D liver microtissue platform. The contractor will test a set of 8 hepatotoxic and safe ASOs on human, rat, and mouse 3D liver spheroids, and conduct low-input bulk RNA sequencing to measure gene expression. The period of performance is two months, with the final report due upon completion of the study.
This is a non-competitive, sole-source procurement, as the project is a continuation of work currently ongoing at InSphero and data consistency is necessary. PURSUANT TO FAR Subpart 5.2—Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION.
THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Center for Advancing Translational Sciences (NCATS) at the National National Insitutes of Health (NIH) intends to negotiate and award to InSphero INC, Tech Place, 74 Orion Street, Brunswick, ME, 04011, a purchase order for a Transcriptomics study – RNA-seq in Liver Spheroids Phase One. The essential characteristics of this study that limit the availability to a sole source is that this project is a continuation of a work currently ongoing at InSphero and data consistency is necessary.

Responses to this Notice must include clear and convincing evidence of the offeror’s capability of fulfilling the requirement.
In addition the Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
