About this opportunity

The National Gallery of Art is seeking a comprehensive Software-as-a-Service (SaaS) platform for transcription and captioning services to support its Digital Content Strategy and Experience - Production Studio department. The procurement aims to acquire an all-in-one solution capable of providing captioning, live captioning, localization, audio description, transcription, and translation services for high-quality video content. Interested contractors must demonstrate technical capabilities aligned with specific requirements, including platform integrations with YouTube, Zoom, and Microsoft Teams, support for multiple file formats, and robust editing and translation features. The agency will evaluate submissions based on statements of capability that comprehensively address the detailed Statement of Work requirements. Contractors must be registered in the System for Award Management (SAM) to be considered, with submissions due by February 7, 2025, for this pre-solicitation market survey.

The procurement is not set aside for any specific business category and will be structured as a firm-fixed-price contract with one base year and four option years. While no specific award value is disclosed, the contract will cover transcription and captioning services across multiple departments with separate funding sources. The platform must provide flexible turnaround options, human-verified transcription, and secure handling of proprietary media content. Deliverables are expected to be compatible with various transcript and caption file formats, including plain text, PDF, Word, HTML, JSON, XML, SRT, DFXP, and others. At present, no funding is available, and this notice serves as a market research initiative to gather information for preliminary planning purposes, with no guarantee of future solicitation or contract award.
