About this opportunity

The United States Transportation Command (USTRANSCOM) is seeking industry information for the maintenance and modification of the Transcom Cloud Optimal DevSecOps Ecosystem (TCODE), a platform-as-a-service capability that supports DoD software development and deployment across multiple classification levels. The TCODE program requires support for software factory services, target platforms, and continuous integration/delivery/deployment pipelines, with a focus on implementing DevSecOps practices and achieving authorization to operate. Interested parties are requested to submit responses by March 11, 2024, addressing their company details, relevant experience, and a rough order of magnitude pricing. One-on-one sessions will be held the week of March 13, 2024, and a follow-on contract is anticipated to be awarded by October 18, 2024 for a January 1, 2025 start date.

The procurement is considering a small business set-aside under NAICS code 541511 - Custom Computer Programming Services. The current TCODE implementation leverages services from CloudOne and PlatformOne, and the anticipated contract value is unknown. The requirement is considered non-commercial, and specialized skills in areas such as DevSecOps, cloud computing, and security are sought from prospective contractors.

The TCODE ecosystem is a service capability which has adopted the DoD Enterprise DevSecOps Platform initiative (DSOP) in USTRANSCOM by leveraging lessons learned by the Platform One program, industry best practices, open-source software such as Kubernetes, and commercial solutions to instantiate DevSecOps continuous integration, delivery, and deployment pipelines at various classification levels. TCODE is currently hosted in CloudOne’s AWS GovCloud and implementing PlatformOne’s services such as Big Bang, Iron Bank, and Cloud Native Access Point as a Service (CNAPaaS).

08/13/2024 --  The anticipated acquisition strategy for the TCODE requirement is to leverage an 8(a) Direct Award, pursuant to the Federal Acquisition Regulation (FAR) 19.804-2 and Defense Federal Acquisition Regulation Supplement (DFARS) 219.808-1(a).
