1What is the anticipated contract type?The Government is in the Market Research Phase and an acquisition strategy has not been determined.
2In reference to RFI 3.5, B.x.6, what are "the following areas" referenced in this question?Language revised.
3Per RFI 3, given the requirement to provide detailed responses (but staying within 10 pages), we request the page limit be increased to 20 pages to accommodate a detailed response for all the information requested as part of this RFI (to include addressing 3.4 and 3.5).The questions were revised and the page limit was increased to 15.
4Will you accept any vendor software products as part of the response? Or are we limited to solutions only with the listed technical infrastructure baseline (IronBank, Cloud One, Platform One)?Ironbank, CloudOne, Platform One are not software products. We seek to maximize the utilization of those 3 services when satisfying TCODE’s capability set. However, we are not constrained to ONLY using software products and software services from those 3 sources.
6What is the highest level of security required to execute this contract, secret?Secret
7Will the team who executes this contract have a close working relationship with the application tenant teams and be able to work in a partnership to migrate, refactor and deploy apps? (i.e., architects, developers)Yes, please see Task Area 7: Tenant Application Migration Planning, Collaboration, and Onboarding and Task Area 8: Tenant Application Migration as a Service (OPTIONAL)
8Where in the development lifecycle are the tenant applications? How big are they? How many are there? What Technologies are they leveraging? ( Languages)The TCODE platform is expected to host a minimum of 14 tenant applications. The total number of unique end users across all tenant applications ranges between 10k and 100K. The Contractor shall support pipelines, onboarding, and sustainment for the tenants. The Contractor shall strategize tenant application onboarding and align onboarding with the team’s capacity and program’s roadmap. Java is the most popular language.
9What is the level of adoption and maturity of the current platform and hosted applications? Number of tenant teams and users (in dev/stagging/production)?There are 3 tenant teams in dev/staging. None in production. We anticipate to have 3 in production by the end of FY24 and ~9 more applications in dev/staging.
10What are the current SLO/SLA?See PWS 2.3.6.1 Service Desk Support
11Are there ATOs in place for the current components of the platform?Yes
12Will be integrated into teams that already include government employees and contractors or will we be a stand alone entity, reporting to a government POC, as it pertains to this effort?The Contractor bears primary responsibility for the tasks specified within the PWS. The Government will, at its discretion, supplement the Contractor team with Government personnel.
13In response to this RFI, are you interested in approaches that meet the intent of the requirements through modern software delivery and team management practices, or do all responses need to be to the letter of the requirements and approaches and technologies as listed?Please provide a response as specified in the RFI.
15Has TCODE implemented Big Bang within the Cloud One environment or are they leveraging the Platform One Party Bus? Which core & add-on packages are included in the TCODE implementation?Please see Task Area 3.
16Do the application landing zones (Test & Production) that support the TCODE DevSecOps pipelines currently reside in Cloud One or another cloud environment.CloudOne.
37Will the entities that respond to the RFI be the only vendors considered eligible to receive and respond to the RFP?No. The RFI is for Market Research purposes and will help drive the Government’s acquisition strategy. However, eligibility for a subsequent solicitation is not contingent upon a response to an RFI.
38How does one schedule a one-on-one?Please refer to the SAM.GOV posting which includes the RFI attachment and refer to section 1.4 RFI One-on One Information
41Also, is there anything available so that those providing a ROM can gauge the quantitative nature of the requirement for the ROM; such as, how many customers, how many software factories, how many onboardings per month, how many tickets, size of the current environment in Ec2 Instances, how many K8s clusters, pipelines, AWS services used, what K8s technology is being used, fully managed EKS control plane, or something else, etc?See revised PWS.
