About this opportunity
The Department of Transportation's Federal Aviation Administration (FAA) is seeking a general-purpose trajectory and target simulation software tool for its Investment Planning and Analysis (IP&A) Research group. The tool must generate flight trajectory tracks and allow users to set model parameters controlling statistical distribution functions for various trajectory segment characteristics, including speed, length, deviation, altitude, location, and timing. Mandatory technical capabilities include aircraft conflict prediction, real-time situation display, trajectory optimization, and post-mortem analysis capabilities. Technical proposals will be evaluated based on compliance with a comprehensive Technical Capability Worksheet that requires demonstrating specific software functionalities during the evaluation process. The solicitation was posted on January 13, 2025, with proposal responses due by February 14, 2025, and interested vendors must carefully document their tool's capabilities to avoid proposal rejection.
This contract is designated as a Total Small Business set-aside with a five-year potential performance period, consisting of a one-year base period and four one-year option years. The place of performance is Washington, DC 20591, and the contract includes yearly software licensing for four FAA PC installations running Windows 10, along with 72 hours of annual technical support. While specific award value is not explicitly stated, the pricing worksheet provides a structured approach for vendors to quote yearly license fees and system support costs. The tool must support analysis of both domestic and oceanic flight operations, interface with FAA's SWIM historical data, and provide capabilities for trajectory modification, conflict analysis, and scenario testing. Contractors will be required to deliver documentation within 5 business days of award and participate in a post-award conference within 10 business days, with training available for up to 10 FAA staff in the Washington D.C. metro area.

Update #2 · Latest ·
The Investment Planning and Analysis (IP&A) Research group requires a general-purpose trajectory and target simulator software tool that provides a realistic analytical tool for evaluating the operational impacts of Air Traffic Control (ATC)/ Air Traffic Management (ATM) systems. The primary output generated by this tool must be flight trajectory tracks. The tool must allow the user to set model parameters that control the statistical distribution functions from which the population of track segments is drawn. These variables are segment speed, segment length, Gaussian transverse deviation, segment altitude, start and end location of the trajectory, number of segments in a trajectory and start time.
The scope of this contract includes delivery of this general-purpose trajectory and target simulator software tool by the contractor along with an instruction manual, training, and technical support.
