About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is seeking a contractor to provide training support services for Trauma Focused - Cognitive Behavioral Therapy (TF-CBT) and Problematic Sexual Behavior - Cognitive Behavioral Therapy (PSB-CBT) at the Special Victims Capabilities Division of the U.S. Army Military Police School in Fort Leonard Wood, MO. The primary objective is to train U.S. Army Family Advocacy Program clinicians in providing clinical services to youth experiencing trauma or exhibiting problematic sexual behaviors. The contractor must be a nationally certified trainer with a minimum of 5 years' experience training licensed providers, possessing expertise in both TF-CBT and PSB-CBT methodologies. Contractors must be capable of delivering a comprehensive 3-day training block consisting of 2 days of TF-CBT and 1 day of PSB-CBT overview. While specific evaluation criteria are not explicitly detailed in the pre-solicitation notice, the performance requirements suggest a rigorous assessment of training content, instructor qualifications, and adherence to specified training objectives.

The opportunity is set aside for total small businesses and will involve delivering four three-day instruction courses per fiscal year, with each course accommodating approximately 30 students. The training will cover extensive topics including traumatic event impact, implementation techniques, parenting skills, relaxation techniques, cognitive coping, trauma narratives, and abuse prevention. While no specific award value is mentioned, the contractor will be responsible for their own travel expenses and must provide digital training materials and completion certificates. The government will supply classroom facilities, projection systems, and printed materials. The sources sought notice was posted on February 12, 2025, with responses due by March 5, 2025, indicating a relatively short window for potential contractors to express interest. Although no incumbent contractor is identified, the historical workload data suggests consistent training has been occurring since December 2022 with courses scheduled approximately every 2-4 months.
