The contractor must deliver training in both classroom and online formats across multiple CONUS and OCONUS locations while ensuring all courses complement and do not duplicate the existing Department of War Defense Security Cooperation University (DSCU) curriculum. Key requirements include maintaining six existing training courses, developing one new course per fiscal year, managing a GovCloud-capable Learning Management System supporting up to 3,000 students, and staffing qualified personnel holding SECRET clearances. Performance standards require 100% delivery of scheduled classes, instructor satisfaction ratings of 3.8 out of 5.0 or higher, 99% LMS uptime during normal business hours, and 95% response to support requests within 24 hours. Interested contractors must submit capabilities statements electronically to Ryan T Baker and Kelsey L Thomas by 4:30 p.m. EST on April 10, 2026, addressing minimum requirements including business size classification, past performance, technical skills, and proposed transition timelines.

This is a Competitive 8(a) small business set-aside opportunity with no incumbent contractor identified in the pre-solicitation materials. The contract is structured as Firm Fixed Price with an estimated period of performance consisting of one twelve-month base period commencing September 2026 through September 2031, followed by four twelve-month option periods. The estimated contract value is $15,000,000 based on the small business size standard for NAICS code 611430 (Professional and Management Development Training). The contractor must deliver up to 18 classes per fiscal year with class sizes of 10-30 students and maintain monthly status reports and semi-annual course reviews as deliverables. Key personnel qualifications include a Program Manager with 15+ years of security assistance experience, Product Developers/Senior Instructors with 15+ years of Foreign Military Sales (FMS) experience, and a Course Registrar/LMS Administrator with 3+ years of Blackboard experience. This Request for Information is preliminary in nature and does not constitute a formal solicitation; the formal contract solicitation is expected to follow once market research is concluded.
