About this opportunity
The United States Marine Corps Training and Education Command (TECOM) is seeking contract support for statistical analysis and data science services through solicitation M00264-25-R-0003. The contract will support the Policy and Standards Division's Analysis and Assessments Branch in executing the Trends Reversal and Reinforcement Process Working Group and Assessment Working Group activities. Contractors must demonstrate expertise in Operations Research and System Analysis, with proficiency in designing experiments, developing probability models, conducting statistical inference, performing simulations, and creating data visualizations. The government will evaluate proposals based on three factors: Technical Capability/Performance Execution & Management, Past Performance, and Price, with technical and past performance being equally important and weighted more heavily than price. Proposal submissions are due by February 24, 2025, at 10:00 AM EST, with prior amendments extending the original submission deadline.
The solicitation is set aside exclusively for Woman-Owned Small Businesses under NAICS code 541611 with a size standard of $24.5M. The current incumbent is ALEX - Alternative Experts, LLC, with an existing contract running through September 7, 2025. The contract includes a 12-month base period with four consecutive 12-month option periods and a potential 6-month extension. Work will be performed primarily at MCB Quantico, Virginia, with six anticipated trips per year to various Marine Corps locations. Contractors must maintain a Secret facility clearance and be capable of operating in both NIPRnet and SIPRnet environments. While specific budget details are not explicitly stated, the pricing sheet indicates a total evaluated price of $40,915.50 for travel-related costs across the base and option periods. Key deliverables will include weekly activity reports, monthly status reports, trend recommendation products, and development of up to five predictive models annually.
