PERFORMANCE WORK STATEMENT

Performance Work Statement (PWS)

For The

Training and Education Command (TECOM) Analysis and Data Science Support

1. Background.

The mission: TECOM leads the Marine Corps Training and Education continuum from individual entry-level training, professional military education and continuous professional development, through unit, collective, and service-level training to produce warfighters and enhance warfighting organizations that enable the Fleet Marine

Force (FMF) to build and sustain the combat readiness required to fight and win today and in the future. TECOM was elevated to a three-star command during August 2020 and consists of the following five (5) Major Subordinate

Commands (MSC): Training Command (TRNGCMD), Education Command (EDCOM), Marine Air Ground Task

Force Training Command (MAGTFTC), and Marine Corps Recruit Depots Parris Island (MCRDPI) and San Diego

(MCRDSD). These commands are collectively responsible for the activities set forth in the TECOM mission statement.

The following directives establish the Service requirement: The Commandant of the Marine Corps (CMC) provides guidance through his Commandant’s Planning and Guidance (CPG), MCO 3504.1A (MCLLP), MCO 3502.6 (Force

Gen Process), MCO 3501.1 (MCCRE), MCO 3500.11 (MAGTFTP), Force Design (FD), and Training and

Education (TE) 2030. Commanding General (CG) TECOM provides guidance through TECOM Order 3503.1B

Trends Reversal and Reinforcement Process (TRRP).

Service-level training analysis and assessment functions are the responsibility of the TECOM Policy and Standards

Division (PSD), Analysis and Assessments Branch (A&AB). A&AB is the centralized Analysis and Assessments arm of TECOM and in support of these service level efforts, A&AB has received increasing demands for data science efforts such as research, tools, models, and analysis which makes use of Artificial Intelligence / Machine

Learning (AI/ML) methods.

A&AB conducts the Trends Reversal and Reinforcement Process (TRRP), which involves the collection of data, data analysis, identification of T&E gaps, trends, and best practices, and includes hosting multi-discipline teams to initiate action/issue resolution against negative trends, tracking action through completion in the T&E continuum, supporting leaders’ data informed decisions, conducting backend assessments, and providing feedback to the

Service. Under the cognizance of the A&AB Head, the Operations and Analysis Section (OAS) is focused on the following three (3) core functions: Plan and execute TRRP Working Group (WG) meetings; host Assessment

Working Group (AWG) meetings; and support A&AB data science efforts.

2. Scope of Work.

TECOM PSD, A&AB requires contract support to assist with TRRP WG, AWG execution, and accessing and utilizing DoD and USMC data science technologies (e.g., Artificial Intelligence (AI) / Machine Learning (ML) and

Natural Language Processing (NLP) tools) within the Marine Corps Enterprise Network (MCEN) to automate data and text search, scraping, ingestion, tagging and related tasks to prepare data for Performance Management (PfM ) analyst’s analysis. The contractor will also support the development of advanced predictive analytics capabilities to provide the analytical rigor required in the analysis of the Command’s overarching Performance Management (PfM) activities. The contractor is expected to be proficient in Operations Research and System Analysis (ORSA)-centric tasks to include design of experiments, probability models, statistical inference, simulations, optimizations, data analysis and visualizations for PfM analysts’ final analyses, and to be capable of conducting these activities within the Non-classified Internet Protocol Router Network (NIPRnet) and the Secret Internet Protocol Router Network

(SIPRnet) environments.

3. General Requirements.

3.1. Work Locations. The primary place of performance for contractors working in the Virginia area will be in government provided workspaces, due to the need to access and perform tasks within the classified environment.

Contractors will require access to SIPRnet, NIPRnet, and an email.ctr@usmc.mil address. The required tasks demand daily meetings and coordination between the contractor and TECOM Offices of Primary Responsibility

(OPR). Due to increased amount of work required to support FD tasks, TE 2030 tasks, and Defense Readiness

Reporting System (DRRS) data analysis, the Government will provide access to the SIPR network at Government spaces. Access to Government workspaces will require approval from Marine Corps Installations National Capital

Region (MCINCR), and MCI Command (MCICOM).

Work shall take place Monday through Friday, during normal working hours of 0800-1630, except Federal holidays.

Duties will require occasional travel outside of the Washington, DC/Quantico, VA area. Travel will generally be to

Marine Corps Bases or to a sister service installation.

3.2. Period of Performance. The period of performance for this contract shall be for a 12-month base period, plus four (4) option periods of 12 months each, with an option to extend services, but the total extension of performance shall not exceed 6 months.

3.3. Security. All contractor personnel must have a SECRET clearance. The contractor may require direct access to secure data or materials in support of this contract. A DD254 Form will be furnished at contract award.

3.4. Performance Standards. The contractor shall provide the necessary resources and infrastructure to manage and administer this contract as defined in this Performance Work Statement (PWS).

3.5. Government Responsibilities and Interface. The Contracting Officer’s Representative (COR) will execute responsibilities related to performance oversight, deliverables acceptance and invoice certification. The Regional

Contracting Office (RCO) Procuring Contracting Officer (PCO) will interface with the prime contractor’s representative for payment and administration issues.

3.6. References. The Contractor shall use the below references as a guide to the extent necessary to accomplish the tasks stated in paragraph four (4). 4. Specific Requirements/Tasks.

The contractor shall execute a comprehensive, technology-enabled lessons-learned process, via the TRRP, to provide timely corrective action of Service-level systemic trends and proliferate best practices that close the lessons- learned loop. The below five tasks (4.1 through 4.5) shall be performed against T&E Programs including but not limited to:

Individual Training (Entry Level Training and Advanced Individual Training); and Collective Training (Service-level Training Events [SLTE], Marine Corps Combat Readiness Evaluation [MCCRE]). The contractor’s analysts must have a diverse mix of experience with PfM activities and PfM implementation within the private sector and/or within the Department of Defense (DoD), either individually or collectively. The data, tools, and outcomes from these data science efforts will be executed and maintained on Marine Corps approved systems, programs, and data science platforms, for example, Advana//Bolt, MCEN Desktop – Anaconda, and M365 capabilities available in the

Power Platform and Azure.

4.1. Task 1: Data Collection / Data Mining. The contractor shall conduct data collection and data mining that includes qualitative and quantitative data to facilitate analysis and identification of Service-level systemic trends across the doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) spectrum, FD tasks, TM 2030, as well as TE 2030 tasks. The contractor will keep the Contracting Officer’s

Representative (COR) apprised of data collection and data mining progress within the Weekly Activity Report

(WAR) and the Monthly Status Report (MSR) (see 7.3. Reports). The contractor shall have documented experience with large datasets, Microsoft Office Suite, Microsoft Power Platform tools such as Power BI, Power Automate, Power Apps, and related software languages to support data integration, analysis, data visualization, display techniques and reporting. The contractor shall:

4.1.1. Mine unit after action reports (AAR) published by Marine Corps Center for Lessons Learned (MCCLL) to identify Service-level systemic trends, training gaps, and best practices.

4.1.2. Review and conduct data collection from the Joint Lessons Learned System (JLLIS), as well as other TECOM

MSC SharePoint sites.

4.1.3. Conduct data collection and data mining in the Marine Corps Training Information Management System

(MCTIMS), Total Force Data Warehouse (TFDW), Marine Corps Total Force System (MCTFS), MCCRE, SLTE, and Defense Readiness and Reporting System (DRRS) within the SIPR domain.

4.1.4. Conduct data collection and data mining for FD tasks within the SIPR domain.

4.2. Task 2: Data Analysis. The contractor shall provide the rigor required in the detailed qualitative and quantitative analysis of Service-related PfM activities. The contractor shall leverage data analytic methodologies, predictive modeling, leverage data science technologies to produce meaningful output files and visualizations to inform decision makers. The contractor will keep the COR apprised of data analysis progress within the WAR and

MSR (see 7.3. Reports). The contractor's analysts must conduct analyses using data (quantitative, qualitative, or mixed methods approaches) to address specific assessment focus areas. This includes the ability to develop sound analytic frameworks and associated analytic methodologies/techniques for both structured and unstructured data and to consistently produce high quality analysis. The contractor shall:

4.2.1. Conduct analysis of data from Marine Corps authoritative databases, such as those listed in paragraphs 4.1.1 through 4.1.4 to identify and compile Service level systemic trends and best practices.

4.2.2. Produce recommended Trend Information products for introduction of systemic trends into TRRP Working

Group (WG) and to provide Situational Awareness to TECOM Battle Rhythm events.

4.3. Task 3: Corrective Action. The contractor shall execute the TECOM TRRP via the weekly TRRP WG meetings to develop and present course of action (COA) recommendations to the TECOM Assessments Working

Group (AWG) for trend resolution and action negative Service-level systemic trends. The contractor will keep the

COR apprised of pre-TRRP WG progress within the WAR and MSR (see 7.3. Reports). Following each TRRP WG, the contractor shall document meeting notes and prepare other TRRP WG products identified in paragraph 4.3.5.

The contractor shall:

4.3.1. Plan and prepare for the TRRP WG (perform research, develop materials, and produce visual aids [visual aids will be produced from Microsoft Suite/compatible systems and software such as PowerPoint presentations, Excel graphs, Word documents, Power BI- advanced analytic graphs, tables, and visualizations] etc.).

4.3.2. Facilitate/lead discussions and develop recommended COAs and next actions with the support of TRRP WG members.

4.3.3. Coordinate with the MAGTF Staff Training Program Division (MSTPD), MAGTFTC and its Major

Subordinate Elements (MSE), as well as other TECOM MSCs to validate Service-level systemic trends and support

TECOM TRRP efforts and initiatives.

4.3.4. Coordinate work with analysts from Deputy Commandant for Combat Development & Integration (DC

CD&I) Capabilities Development Directorate (CDD), Operations Analysis Directorate (OAD), or other Marine

Corps elements, as required.

4.3.5. Produce post-TRRP WG meeting notes, assist Office of Primary Responsibility (OPR) to develop COA recommendations, prepare products to present to the AWG or other TECOM Battle Rhythm Events, and draft CG

TECOM Decision Memoranda. When required, support updates of TECOM TRRP Order 3503.1B.

4.4. Task 4: Provide Feedback. The contractor shall provide feedback to TECOM and to other Service stakeholders on actions taken and the progress of issues/tasks to reverse Service-level systemic trends. The feedback provided is the final step of the process of closing the lessons learned loop. The contractor will keep the COR apprised of feedback task progress within the WAR and MSR (see 7.3. Reports). The contractor's analysts shall possess the requisite analytical and communication skills necessary to compile, analyze and synthesize large volumes of complex data, manage it and extract what is most essential to produce the best analyses. They are also expected to demonstrate the ability to clearly communicate their analysis via writing and oral briefings. The contractor shall:

4.4.1. Develop and maintain graphs, charts, and other products supporting TRRP, AWG, DRRS, MCCRE, and T&E

Programs, as required.

4.4.2. Plan and host the AWG meetings.

4.4.3. Publish AWG meeting minutes to authorized recipients.

4.4.4. Update and maintain the information located at the TRRP/AWG SharePoint site or other command designated repository.

4.4.5. Inform FD implementation and TE 2030.

4.5. Task 5: Provide data science support. The contractor shall provide data science expertise and support implementation of Artificial Intelligence/Machine Learning (AI/ML) tools/capabilities plus familiarity and use of government approved data science software tools. The contractor will keep the COR apprised of transition task progress within the WAR and MSR (see 7.3. Reports). The contractor shall:

4.5.1. Possess an advanced proficiency and use existing Data Science Platforms and software available on the

MCEN NIPRNET and SIPRNET to include Python, R, Anaconda, Microsoft Power Platform and Azure AI capabilities, and Jupiter / Advana capabilities (Databricks, Qlik).

4.5.2. Conduct analysis of data from Marine Corps authoritative databases to conduct descriptive, diagnostic, predictive, and prescriptive analysis as it pertains to training and education.

4.5.3. Develop, test, and field up to five predictive models per year on the Marine Corps environment on either

Marine Corps NIPRNET or SIPRNET environments (dependent on the classification of the data being modeled).

The contractor is responsible for obtaining approval of and fielding the models in development, test, and production environments.

4.5.4. Provide prescriptive data-driven recommendations gathered from descriptive, diagnostic, and predictive analyses drawn from Service stakeholder expertise, data science, and other advanced analytic capabilities.

4.5.5. Coordinate work with ORSA analysts from CD&I - OAD, Manpower & Reserve Affairs (M&RA) and other

Marine Corps elements, as required.

5. Meetings

5.1. Periodic meetings involving the Government and the contractor are necessary to facilitate documentation, analysis, and support efforts. Date, time, and location will be determined by mutual agreement between the contractor and the COR. Minutes of these meetings shall be provided by the Contractor to the COR in the Monthly

Progress Report. Reoccurring meetings to attend include Weekly OAS meeting, Weekly MCCLL Operations meetings, PSD-directed OPTs, events, conferences (e.g., Force Synch), and Command-directed Town Halls.

5.2. Post Award Kick-off Meeting. The COR shall schedule a post award kickoff meeting with the contractor within five (5) days after date of contract award. The purpose of this meeting is to ensure the contractor and the government understand their roles and responsibilities. Items that will be discussed include authority of government personnel who will administer the contract; reporting requirements; work requirements; security requirements; procedures for monitoring and measuring contract performance; proper routing of correspondence; billing, voucher approval, and payment procedures; and deliverables and delivery dates.

5.3. In Progress Review (IPR). The contractor shall schedule and conduct IPRs at a minimum every three (3) months

(quarterly), or as requested by the COR to inform the PSD and review progress.

6. Contractor Qualification and Experience.

6.1. All contractor personnel shall possess the ability to work independently, have excellent communication and analytical skills, and have experience in tracking processes through to completion. All contractor personnel will be experienced in the use of all Microsoft Office applications and in the use of web-based databases and search engines. Contractor will have access to data science tools and capabilities to support the tasks on this contract.

Contractor personnel must have a working knowledge and understanding of required analytic tools to support the tasks in this contract. Additionally, the contractor shall stay abreast of the latest data science trends, tools and processes allowing the government to take full advantage (time and capability) of these new capabilities.

6.2. In case of unsatisfactory contractor performance, the Contractor will take appropriate corrective action within ten (10) business days of formal notification to correct the problem as identified by the COR. In the event that the problem remains unresolved in excess of ten (10) working days, the Contracting Officer will be notified by the COR so appropriate action is taken, to include employee removal from current contract, if warranted. The Program

Manager shall ensure that all Government owned property is returned to the COR should a Contractor employee be removed.

7. Deliverables.

7.1. General. The Contractor shall provide deliverables management as defined in the PWS. All items and deliverables generated by the Contractor under this PWS, and all associated intellectual property, in whatever form, created, generated, or produced under this PWS shall become the property of the U.S. Government/Marine Corps;

therefore, the U.S. Government/Marine Corps shall have the irrevocable, royalty-free, worldwide right to use, modify, reproduce, perform, display, release, or disclose such items, in whole or in part, in any manner, and for any purpose whatsoever, and to have or authorize others to do so. The contract includes DFARS 252.227-7020 and

252.227-7021. All Contractor developed databases, analyses, studies, applications, and information completed or in progress under the contract (“Items”) shall be solely and fully owned by the Government. Upon completion of the contract, the Contractor shall turn over such documents and Items to the Government if not already delivered.

The PWS/Contract will include all applicable DFARS clauses (including, but not limited to, DFARS 252.227-7013, 7014, 7015, and DFARS 252.227-7020, 7021) to ensure protection and ownership of all deliverable technical data/Items generated. The Contractor shall provide all deliverables in a version, format, and media used/useable and modifiable by the Marine Corps. Furthermore, unless otherwise directed by the COR, the deliverable items identified in this PWS/Contract shall be delivered in a media and an electronic format compatible with resources currently being used by the Marine Corps. The Marine Corps shall have unrestricted access and use of all

Deliverables upon delivery. Therefore, the Marine Corps will be provided with intellectual property rights of sufficient scope to allow access and use of the data/materials/Items or other deliverables for any U.S. Government use including, but not limited to, future competitions.

In accordance with DFARS Clause 252.227-7020 (included in the contract) and other laws and regulations all data, Items, and materials, regardless of format, created, generated, produced, and associated intellectual property, that are required to be delivered or provided under, or as a result of, this Contract shall become the property of (or licensed for use by) the U.S. Government/Marine Corps. These data, Items, and materials include, but are not limited to, reports, materials, data, information, and all audio and video data, and materials including, but not limited to, electronic/digital files. It also includes all training and training-related materials which consists of all evaluations and evaluation criteria, computer software/applications and hardware, source code, interfaces, tools, works, databases, and other related items. The items described herein, and any other Items, are hereinafter sometimes referred to individually or collectively as the Work or Works. Specifically, the copyright and/or other intellectual property rights in or to Works will be assigned, and through execution of the contract are assigned, or when appropriate licensed, to the U.S. Government/Marine Corps in accordance with DFARS Clause 252.227-7020.

Therefore, third-party intellectual property rights may be dependent on contract/license terms negotiated to provide all necessary rights and licenses to accomplish the subject effort worldwide, the compilation Works that include newly created and/or third-party intellectual property will be assigned to the Marine Corps as a compilation Work.

Therefore, unless intellectual property rights are licensed (in accordance with DFARS Clause 252.227-7020 and as negotiated (and approved by the KO) to provide all necessary rights and licenses to accomplish the effort/mission worldwide to the U.S. Government/Marine Corps, the U.S. Government/Marine Corps shall be the sole owner of all intellectual property and other rights in or to these Works. Therefore, any restricted data rights, information, software, materials and/or other items/Items, including the Contractor’s or a third-party’s proprietary data, information, software, materials and/or items/Items shall not be used under this Contract without the specific written approval by the KO prior to the start of any work that includes the use of any such Works.

Use of Works and other items – Without the prior written permission of the KO, no Work, created or provided expressly for this Contract shall be used by the Contractor for any purpose other than those purposes that are in support of, or for performance under, this effort/Contract/task order/PWS. The Contractor and its employees and subcontractors are obligated to protect from unauthorized use or disclosure all Government confidential or classified material and/or Government-owned proprietary and/or Personally Identifiable Information or Personal Privacy, items obtained in the course of performance under this contract, as long as such items remain proprietary, confidential, sensitive, or classified.

Confidentiality: All Contractor personnel shall safeguard personal information in accordance with the Privacy Act of 1974. Improper disclosure of sensitive or private information in violation of the DON Privacy Act Program

(SECNAVINST 5211.5E or superseding guidance) may subject the Contractor or its personnel to criminal liability.

Any information obtained in the course of duties, or the performance of services, under this contract including, but not limited to, information that may be made available for use that relates to the technical data, trade secrets, processes operations, style of work, or apparatus, or to the technical data, statistical data, amount or source of any income, profits, losses, or expenditures of any person, firm, partnership, corporation, or association is included in this clause. Contract personnel shall not publish, divulge, disclose, or make known this information (hereinafter, singularly, or collectively, included in the definitions for “Items” or “Works”) or any other items/works created or provided expressly for this contract, in any manner, or to any extent not previously authorized in writing by the KO or the Contracting Officer’s Representative (COR). Moreover, when the Contractor’s need for any such Items and/or

Works ends, the Items and/or Works shall be returned promptly (within 15 business days) to the appropriate government program personnel. The Contractor may archive documents digitally but shall follow retention policy in

SECNAV M-5210.1, Department of the Navy, Records Management Manual, available at https://www.secnav.navy.mil/doni/manuals-secnav.aspx. For records remaining at expiration of the contract, coordinate with the Contracting Officer before purging.

7.1.1. Deliverable Media and Format. Deliverables will be provided in electronic format using the Microsoft

Office suite.

7.1.2. Deliverable of Predictive Model packages and other Data Science deliverables. Deliverables will be provided in development, test, and production stages with test plans and well documented coding and remarks for transparency and auditability.

7.1.3. Distribution of Deliverables. The contractor shall distribute data in the forms and quantities to the COR in accordance with the deliverable section of this PWS. The Marine Corps shall have unrestricted access and use of all deliverables upon delivery. The Contractor shall provide all deliverables in a version that is usable and modifiable by the Marine Corps.

7.2. Plan of Actions and Milestones. The contractor shall develop a detailed Plan of Actions and Milestones

(POA&M) identifying tasks needing to be accomplished, any milestones in meeting the tasks, and a by date schedule of milestones for the overall project. The POA&M shall be provided to the COR within fourteen (14) days after date of award.

7.3. Reports. The contractor shall develop a Weekly Activity Report (WAR) in addition to a comprehensive

Monthly Status Report (MSR). Requirements and intended audiences are detailed as follows:

7.3.1. WAR. On a weekly basis, provide status of tasks of this PWS to the COR, for inclusion in the OAS WAR, the

Chief of Staff (CoS) Synchronization Quad, and the CG TECOM bi-weekly report. The WAR is not intended to be a duplicate of the more detailed MSR.

7.3.2. MSR. The Contractor shall submit a monthly progress report to the COR and assigned Contract Specialist, no later than the 10th day of the following month for the work accomplished from the first (1st) through the final calendar day of the previous month. This report shall be provided in an electronic format required in paragraph 7.1.1 this PWS. The monthly report shall include, at a minimum, the following:

• Contractor’s name, contract number, period that the report covers.

• Task progress during the past month, plans for the forthcoming month.

• Review status of the POA&M, and any challenges meeting future deadlines or required changes to the POA&M which require COR approval.

• Problems or delays (actual or anticipated) requiring government action and summary of action required.

• Personnel turnover, and future staffing projections that may have an impact on the progress of the requirement; and

• Deliverables accepted or rejected, inclusive of the final day of the month as well as the reason for rejection and timeline for resubmission.

7.4. Decision briefs to the COR, selected TECOM staff will be on call, as necessary.

7.5. Deliverables Requiring Government Review and Approval. The Government will have five (5) business days to review the deliverable and respond to the contractor in writing as to the acceptance of a deliverable. The

Government will provide a written description of all deficiencies and discrepancies discovered during the review to the contractor; the contractor shall submit corrected deliverable within five (5) business days at no additional cost to the Government. Deliverable schedule:

8. Quality Assurance Management.

8.1. Quality Assurance and Performance. A Quality Assurance Surveillance Program (QASP) will establish the requirements for acceptance of work, performance quality, and associated deliverables. The COR is responsible for establishing the provisions of the QASP. The QASP shall incorporate the contractor’s proposed quality control processes with the government’s terms and conditions for acceptance of products and services. Additionally, the contractor shall develop and include a set of functional metrics at both the division and contract level that shall serve as a means for performance benchmarking. Such metrics will be employed by the COR as a means for gauging overall effectiveness and correcting any problems associated with performance. Overall quality ratings will be provided to the contractor quarterly/semi-annually (as determined by COR) for contract-level performance.

8.2. Quality Control Plan (QCP). The contractor shall develop a QCP as a means for gauging overall effectiveness of performance. The contractor shall provide their QCP to the COR within thirty (30) days of award for review and comment. The QCP will address the contractor’s plan to meet quality and performance standards outlined in the

Performance Requirements Summary (PRS) and must include, at a minimum, the following components:

• Quality objectives

• Key project deliverables and processes to be reviewed for satisfactory quality level

• Quality Standards

• Quality control and assurance activities

• Quality roles and responsibilities

• Quality tools

• Plan for reporting quality control and assurance problems

8.3. Performance Requirement Summary (PRS). Performance of a service will be evaluated to determine whether it meets the performance standard. Inspections may be performed by the COR, or any tenant of the facilities designated by the COR. Re-performance/correction of action is the preferred method of correcting any unacceptable services. If an unacceptable service is annotated on a Contract Discrepancy Report (DA Form 5479-R) the contractor shall provide the Government written response stating why the performance standard was not met, how the performance will be returned to acceptable levels, and how recurrence of the cause will be prevented in the future.

9. Travel Management.

The Contractor is responsible for implementing a travel management program that ensures adherence to procedures and suitable controls to prevent unauthorized cost incurrence. Travel authorization requires pre-approval of responsible government staff prior to incurring costs. Travel is to be authorized by the COR prior to any travel commencing on this contract. All travel costs will be in accordance with the Joint Travel Regulations and FAR

31.205-46 Travel Costs. Costs incurred without authorization will not be reimbursed.

Anticipated required travel will be six (6) per year, TECOM MSCs (Twenty-Nine Palms, CA; MWTC Bridgeport, CA.) and I Marine Expeditionary Unit (MEF), MARFORRES, MARFORPAC, MARFORCOM, Norfolk VA, II

MEF, and III MEF. Each trip will require no more than two contract analysts to support.

9.1. Local Travel. Local Travel within the Washington Metropolitan area may be required, and is not reimbursable.

9.2. Non-Local Travel Schedule. The Contractor shall travel to various locations when required. Non-local travel costs shall be reimbursable under a separate contract line-item number. Any travel requirements in performance of this effort will comply with the Joint Travel Regulations (JTR), in effect on the date(s) the travel is performed.

Established government per diem rates will apply to all contractor travel.

10. Government Furnished Materials, Equipment, Property and Services.

10.1. Quantico, VA area contractors. The Government will provide workspaces and Marine Corps Enterprise

Network (MCEN) computers and connections to access non-secure Internet Protocol Router Network (NIPRNET) as well as Government SIPRNET spaces and computers to contractors during the period of performance. The

Government will provide reference materials and technical information, as required, for the performance of this contract.

10.2 Common Access Cards (CACs). CACs will only be issued to those contractors supporting this contract that have been authorized by the COR. The COR will only authorize CACs for those contractors that meet current

Homeland Security Presidential Directive - 12 (HSPD-12) criteria and have a definitive requirement. CACs are not issued for convenience.

11. Contractor Furnished Materials, Equipment, and Supplies.

11.1. Network Access. There is a requirement for the contractor to have access to the government network via a ctr@usmc.mil address to gain access to the MCEN. Government furnished equipment shall not preclude the contractor from providing their own contractor furnished laptops for Unclassified and CUI work only, which will be loaded with software deemed appropriate to facilitate their performance requirements. The Contractor shall be responsible for obtaining all required MCEN, or equivalent certification requirements to include MCEN imaging of computers, to connect into the Government’s network. Liaison with TECOM G-6 will be required for connectivity to appropriate government networks.

11.2. Contractor Identification Badge. The Contractor shall provide each employee with an identification badge, which identifies by photograph the individual as an employee of the contractor. These badges shall be always worn when aboard government facilities and presented for examination upon the request from the Contracting Officer, COR, Quality Assurance (QA) Personnel, Military Police, or any other Government official with a need to see the badge. All contractor personnel attending meetings, answering Government telephones, communicating by email, working on site, where their contractor status is not known to third parties, must identify themselves as contractors, to include wearing identification badges, which identify them as contractor personnel. Contractor personnel shall also ensure that when logged onto Government equipment that their profile shows them as Contractor personnel.
