About this opportunity
The Department of the Navy, NAVSUP FLCSI Naples, procuring on behalf of Naval Medical Research Unit EURAFCENT, seeks a 10-day in-person training event and delivery of Virome-Capture-Sequencing platform materials for Vertebrate viruses (VCS-VERT) workflow, with proposals due August 20, 2026, at 10:00 AM Rome time. The procurement is sole source to THE TRUSTEES OF COLUMBIA UNIVERSITY IN THE CITY OF NEW YORK, awarded on a firm fixed-price basis below the Simplified Acquisition Threshold under FAR 12.102(a); market research confirmed Columbia University holds exclusive proprietary rights through U.S. Patent US20180265935A1 and is the sole provider of the validated VCS-VERT probe library compatible with the existing Illumina NextSeq 2000 platform.
Place of performance is Accra, Ghana, at the Noguchi Memorial Institute for Medical Research (NMIMR), with training scheduled August 24 through September 4, 2026, reschedulable prior to September 30 with 14 days' notice. The requirement supports the Global Emerging Infections Surveillance mandate to establish pathogen-agnostic vertebrate viral discovery and full-genome characterization capability for forward-deployed force health protection.
Deliverables include two training instructors, Package A+ laboratory materials for NextSeq sequencing with checked baggage delivery, and common lab consumables. The contractor must train four to eight government scientists in wet-lab and dry-lab bioinformatics procedures, deliver validated Standard Operating Procedures and quality control guidelines within five business days of award, and provide remote bioinformatics analysis reports within five days of government data submission. The capability must achieve 99% clinical sensitivity and 100% clinical specificity. NAICS 621511 (Medical Laboratories); PSC R799. Evaluation emphasizes price, completeness, and reasonableness.
