About this opportunity

The Federal Emergency Management Agency (FEMA) has issued a Special Notice for the procurement of a trailer mounted chiller system from Whatey Products, Inc. through a sole source award. The notice, posted on September 18, 2025, with a due date of September 22, 2025, announces FEMA's intent to purchase a 100-ton air-cooled chiller unit mounted on a 5th wheel gooseneck Texas Trailer. FEMA conducted market research and determined that Whaley Products is the only contractor capable of meeting the government's specific requirements for this specialized emergency cooling equipment. The procurement falls under NAICS code 3334 for Ventilation, Heating, Air-Conditioning, and Commercial Refrigeration Equipment Manufacturing and PSC code 4120 for Air Conditioning Equipment. The agency emphasizes that this is not a request for quotes but rather a notification of their intended sole source procurement approach.

The primary purpose of this procurement is to provide FEMA with a turn-key emergency cooling solution capable of providing temporary cooling for buildings during equipment repairs, particularly addressing potential supply chain delays in obtaining replacement parts or units. The system must include detailed technical specifications such as 480V 3-phase power, low ambient package, R32 refrigerant compliance with EPA AIM Act standards, BACNET communications, pump station capabilities of 240 GPM, eight 4" x 50' hoses, and 200' of electrical cord. The estimated cost for this comprehensive system is $375,000 in FY25, with delivery required within 35 weeks to the MWEOC facility in Mt. Weather, VA. Since this is a sole source procurement justified under FAR 16.505(a)(4) for a unique, highly specialized product, there are no competitive bidding opportunities available for other contractors. The procurement is specifically designed to ensure FEMA has immediate access to portable emergency cooling capabilities for disaster response and facility maintenance operations.
