About this opportunity
Naval Sea Systems Command is soliciting repair services for one Norfolk Naval Shipyard–owned trailer chassis, with proposals due May 29, 2026 at 12:00 PM local time. This is a Women-Owned Small Business set-aside on a firm fixed-price basis. The proposal deadline was extended from May 26 via amendment issued May 28.
Place of performance is Portsmouth, Virginia (Norfolk Naval Shipyard, Building 276). The service performance period runs June 1, 2026 through May 31, 2027, with all repair work to be completed within 30 days of award notification. The NAICS code is 811121 with a size standard of $9 million.
Repair scope includes repairing the front half of the frame section on the lower right and left sides; replacing rusted holes in the 4-inch rail by the tanker with new metal; repairing the rear bumper and front cap with rust-proofing treatment; and painting all repaired areas with rust-preventative paint color-matched to existing chassis paint. Contractors without Common Access Cards must obtain a Defense Biometric Identification System card and green NAVSEA access badges, requiring completion of SECNAV 5512 forms and U.S. Citizenship verification. Portable electronic device restrictions apply: camera-enabled PEDs are authorized in Controlled Industrial Areas and Security Islands but prohibited in Controlled Nuclear Information Areas and Nuclear Work Areas; all PEDs are prohibited in Nuclear Work Areas and Open Storage Areas; use of PEDs on Department of Navy submarines is entirely prohibited.
Award will be made to the responsible offeror providing the lowest aggregate price for technically acceptable service. Evaluation criteria in descending order of importance are technical capability, price, and delivery lead time. Offerors must complete the Technical Capabilities Statement in Attachment A and provide supporting literature demonstrating compliance with all requirements. Quotations must be submitted via email to michelle.r.augustus.civ@us.navy.mil and held firm for sixty days. Clarification questions were due two days prior to closing (May 27).
