About this opportunity

The Defense Logistics Agency (DLA) Aviation is soliciting engineering services for the TOW Weapon Systems, TOW Family of Missiles, TOW Family of Launchers, and associated equipment through solicitation SPRRA2-25-R-0045. The procurement seeks to establish a 5-year Cost-Plus Fixed-Fee (CPFF) and Firm-Fixed Price (FFP) subsumable contract under a negotiated umbrella contract that will supersede the existing DLA-Raytheon Depot Level Repairable contract. Key contractor requirements include developing cost estimates, providing meeting and technical support, managing requirements and configuration, submitting bi-weekly, monthly, and yearly reports, and participating in integrated reviews and quarterly assessments. This is a sole-source procurement justified under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as only one responsible source can satisfy the agency requirements. The proposal submission deadline is 7:00 PM Central Standard Time on July 30, 2025, with a required 180-day proposal validity period.

This procurement does not utilize any set-aside designations and is sole-sourced to Raytheon Company (CAGE 15090) as the incumbent contractor. The contract has a not-to-exceed value of $175,000,000 over its duration. The performance period spans six ordering periods from the date of award through December 31, 2030, with task orders and technical directives determining specific scopes of work and performance timelines. Work will be performed in Huntsville, Alabama, with Raytheon required to provide detailed pricing information including Microsoft Excel cost models, labor categories, hours, material and equipment costs, and subcontractor documentation. The contractor must also comply with specific communication protocols and participate in bi-weekly meetings as part of ongoing project management requirements.
