About this opportunity
The Transportation Security Administration (TSA), under its Enrollment Services and Vetting Programs division, issued a sole source justification notice on March 24, 2026, for a modification to existing task order 70T02025F7503N004 to procure touchless identity verification units from ReliaSource, Inc. The modification covers equipment (Touchless Identity Units designed for Controlled Matching Analysis Process lanes), associated warranty and shipping, deployment and installation services at airport CMAP locations, field support during deployment, and hardware and helpdesk support during optional periods to support biometric identity verification at airports. The sole source justification is predicated on GSAR 538.7104-3(b)(iii), which permits sole source awards when the procurement represents a logical follow-on to a previously competitively awarded order and serves the government's interest in economy and efficiency; the original task order was competitively awarded through GSA e-Buy with three vendors submitting quotes. The rationale emphasizes that ReliaSource's specific Touchless Identity Solution utilizing a DHS Science & Technology-approved hardware configuration (Dell tablets, FLIR cameras, and Kowa lenses) has already been integrated into TSA's applications and is currently in production and deployment under the existing contract, making continued procurement from the same vendor the most economical approach. The contract was awarded to ReliaSource, Inc. on March 17, 2026, with an estimated procurement value exceeding $900,000, and the base performance period runs from September 29, 2025, through September 28, 2026, with funding from Fiscal Year 2026 appropriated funds.
Notice text
The Transportation Security Administration (TSA), Enrollment Services and Vetting Programs (ESVP), Contracting and Procurement (C&P) modified task order (TO) 70T02025F7503N004 under the General Services Administration (GSA) FSS that restricted the number of sources considered under FAR 8.4. The specific reference is GSAR 538.7104-3 (b)(iii), The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis. This in scope modification is for touchless identity verification units for biometric identity at airports to support the CMAP lanes, including the following:
- Equipment (Touchless Identity Units for CMAP) and associated warranty and shipping,
- Deployment activities to install, configure, and place the units into operational status at CMAP locations,
- Field support during deployment,
- No full-time equivalent staff positions are included; services are project-specific, and
- Will include Hardware and Helpdesk support in the option periods.
Awarded contract GS-35F-320BA to unknown vendor for unknown amount on 2026-03-17.
