About this opportunity

The Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base intends to award a Sole Source Firm Fixed Price contract for a Torque Calibration System Upgrade covering 250-2000 lbf-ft to Snap-on, a Division of LDSC Holdings, LLC. The procurement will be conducted under Simplified Acquisition Procedures in accordance with the Revolutionary FAR Overhaul Part 12 Commercial Products and Services guidelines. The required equipment consists of Snap-on torque transducers (models TTC12, TTC13, and TTC14) and a digital indicator (TTC610) designed specifically to interface with the existing proprietary CDI TFC2000-0-03 Torque Calibration System used at Air Force Precision Measurement Equipment Laboratories as working standards for torque measurement. The system must achieve 0.5% accuracy of reading across the entire range, maintain compatibility with existing CDI equipment, meet first-class workmanship standards, and include a minimum two-year warranty. Interested sources must submit capability statements, proposals, or quotations with clear and convincing evidence of their ability to provide the required items within fifteen days of the March 20, 2026 publication date, with all submissions directed electronically to Christine Patterson at christine.patterson.1@us.af.mil.

This procurement involves no set-aside designation and is designated as a sole source award to Snap-on due to the proprietary nature of the original CDI system, which only Snap-on can upgrade following its acquisition of CDI. The contract will involve 42 unit upgrades over a five-year period of performance from May 1, 2026, through September 30, 2030, with only 9 units to be purchased in fiscal year 2026 and remaining quantities treated as options contingent on continued asset damage. The estimated total contract cost is $772,500.00 for the full five-year requirement, with a delivery rate of one to unlimited units per month. Prior market research conducted through a Sources Sought Synopsis issued July 18, 2025, and closed August 18, 2025, yielded only one response from a company lacking the necessary capabilities to meet Air Force requirements. The Contracting Officer, Michael D. Hickey, approved the sole source justification on December 19, 2025, with cost and price analysis to be performed to ensure fair and reasonable pricing.
