About this file

This is a Sole Source (Including Brand Name) Justification document for simplified procedures for certain commercial items submitted by the Air Force Metrology, Calibration and Repair Center (AFMETCAL/ROMK) in Heath, Ohio. The document justifies a sole source award to Snap-on (IDSC HOLDINGS LLC) for the procurement of torque transducers and indicators to upgrade the existing Torque Calibration System.

The Air Force requires 42 units of Snap-on TTC12, TTC13, TTC14 transducers and TTC610 digital indicators to replace aging CDI-manufactured equipment that serves as working standards for torque measurements at Air Force Precision Measurement Equipment Laboratories (PMELs). Only nine units will be purchased in fiscal year 2026, with remaining units available as options contingent on continued asset damage. The estimated contract cost is $772,500.00 for the period of performance from May 1, 2026, through September 30, 2030, with delivery at a rate of one to unlimited units per month. The justification cites 10 USC 2304(c)(1) as statutory authority, establishing that Snap-on is the only responsible source because it exclusively manufactures equipment designed to interface with the proprietary CDI TFC2000-0-03 system; procuring from another manufacturer would render the existing system useless. A Sources Sought Synopsis issued July 18, 2025, and closed August 18, 2025, yielded only one response from a company lacking necessary capabilities. The contracting officer (Michael Hickey) approved the justification on December 19, 2025, with cost and price analysis to be performed to ensure fair and reasonable pricing.

I. Contracting Activity.

AFMETCAL/ROMK, 813 Irving Wick Drive West, Heath Ohio 43056-1199.

II. Nature and/or description of the action being processed.

This J&A is for a new sole source, firm-fixed-price commercial contract to procure torque transducers and an indicator.

The proposed contractor is Snap-on (IDSC HOLDINGS LLC). The projected period of performance is 5/1/2026-9/30/2030.

III. Description of supplies/services required to meet agency needs.

TTC12, TTC13, TTC14, & TTC610 quantities to be purchased are 42 units (1 item each per unit) from FY26-30 using 3080/ Investment funds at a total estimated price of . Only 9 units are being purchased the first year, remaining units are options that will only be exercised if existing assets continue to be damaged.

Production Delivery will be at a rate of 1 unit to unlimited per month.

IV. Statutory authority permitting other than full and open competition.

10 USC 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1(a)(1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, and required by FAR 6.303-2(b)(4).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The CDI TFC2000-0-03 Torque Calibration System with associated CDI 2000-12-02, 2000-13-02, and 2000-14-02 torque transducers and 2000-612-02 digital indicator were previously procured by the Air Force.

New Snap-on TTC12, TTC13, and TTC14 transducers and TTC610 indicator are needed to replace the current equipment that is becoming difficult to support and requires frequent repair. These items shall have the same capabilities and specifications as the torque transducers and indicator that are currently in the Air Force inventory.

The existing CDI transducers serve as working standards for torque measurements in the Air Force. Snap-on purchased CDI and manufactures equipment (transducers and an indicator) that is designed exclusively to interface with the CDI TFC2000-0-03 Torque Calibration System which is located at Air Force PMELs. Procuring transducers and an indicator from another manufacturer would make the CDI TFC2000-0-03 Torque Calibration System useless. Snap-on still supports the CDI TFC2000-0-03 and its components. The cost of one unit (three transducers and an indicator from Snap-on) is for FY26. Full and open competition for a total system replacement would result in nearly triple the cost for the Air Force. A total replacement of the CDI TFC-2000-0-03 has a cost estimate of per system.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

AFMETCAL Contracting and Small Business Representative-issued Sources Sought Synopsis with draft PD was posted on 7/18/2025 and closed 8/18/2025 and received one reply. The company who replied to the SSS does not possess capability to provide the necessary equipment.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

A cost analysis will be performed to determine if the proposed amount is fair and reasonable. Price analysis will be used to verify the overall price offered is fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research

As described in Section VI of this document, market research, IAW FAR Part 10, was conducted by Sources Sought Synopsis to advise industry of the proposed acquisition and to solicit inquiries from interested parties. Based on the results of this market research, the Air Force Technical Team determined that the Snap-on equipment provides the best value to the government and no other vendor besides Snap-on was found to be able to perform the upgrade as described in this Justification and Approval.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The component items are COTS items, so delays in delivery are not expected.

X. List of any sources that expressed, in writing, an interest in the acquisition.

Snap-on (IDSC HOLDINGS LLC) 19220 San Jose Ave.

City of Industry, CA 91748 United States Mark Burkhart Mark.E.Burkhart@snapon.com 1-877-740-1902 Ext. 8884

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

CDI is the manufacturer of the original system. Snap-on purchased CDI and manufactures equipment specifically designed to interface with CDI systems. For this requirement there is no other action that can be accomplished to generate competition without a substantial duplication of costs. This procurement will provide the best value to the Government at this time. A sole source effort is required for the base quantities and option years to prevent significant downtime and increased calibration costs due to proprietary data involved with the upgrade. We will continue to monitor the market place to see if other viable vendors become available.

XII. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.

XIII. Certification by the technical/requirements personnel.

As evidenced by my (our) signature(s) above, I (we) certify that any supporting data contained herein, which is my (our) responsibility, is both accurate and complete.
