About this file

This is a Purchase Description for a Torque Calibration System Upgrade serving the Air Force Precision Measurement Equipment Laboratories (PMELs). The contractor shall deliver one each of four Snap-on torque transducer models (TTC610, TTC12, TTC13, and TTC14) covering a range of 250 to 2000 lbf-ft, along with a digital indicator for displaying torque readings. The system must achieve an accuracy of ±0.5% of reading across the entire 250-2000 lbf-ft range and maintain compatibility with the existing CDI TFC2000-0-03 Torque Calibration System. Each transducer shall feature a four-hole bolt pattern and include a connecting cable to the indicator.

The deliverables must meet first-class workmanship standards and include manufacturer identification with an Air Force-unique model/part number designation (format: XXXXX-AF) to distinguish from commercial models, along with serial number identification. Each transducer and indicator shall carry a minimum two-year warranty. All items will be inspected and accepted at destination using test equipment with parameters equal to or superior to those specified, with certification traceable to the National Institute of Standards Technology (NIST) or AFMETCAL-approved equivalent international laboratory. The contractor remains responsible for performing all inspections and quality checks at the point of manufacture to ensure specified performance regardless of destination testing.

PURCHASE DESCRIPTION

FOR

TORQUE CALIBRATION SYSTEM UPGRADE 250-2000 lbf-ft

1. SCOPE:

The Torque Calibration System is a transducer-based system used by the Air Force Precision Measurement Equipment Laboratories (PMELs) as an Air Force Measurement Standard for calibrating torque wrenches, torque screwdrivers, and torque power tools. The Torque Calibration System Upgrade Package (TCSP) shall consist of torque transducers from 250 to 2000 lbf-ft and a digital indicator to display the torque reading. The uncertainty of the displayed torque shall be within +/- 0.5% of reading over the range of 250-2000 lbf-ft.

2. PERFORMANCE REQUIREMENTS:

2.1. The contractor shall deliver one each of the following items to the specified PMELs in the contract:

2.1.1. Snap-on TTC610

2.1.2. Snap-on TTC12

2.1.3. Snap-on TTC13

2.1.4. Snap-on TTC14

2.2. Compatibility:

2.2.1. The items in the TCSP shall be compatible with the CDI TFC2000-0-03 Torque Calibration System.

2.2.2. The transducers in the TCSP shall have a four hole bolt pattern.

2.3. Accuracy: The Torque Calibration System shall have an accuracy of ± 0.5% of Reading, or better.

3. MECHANICAL & PHYSICAL REQUIREMENTS:

3.1. Ancillary Equipment: Each transducer in the TCSP shall come with a cable for connecting the transducer to the indicator.

3.2. Model and Serial Number Identification: The TCSP shall be identifiable by manufacturer, model or part number, and serial number for identification. Model/Part Number for entire kit shall be an Air Force unique number (i.e. XXXXX–AF) to distinguish between the Air Force and Commercial model. Unique item identification shall follow the item Identification and Valuation clause as stated in the contract.

3.3. Workmanship: The workmanship shall be first class, of neat general appearance in compliance with standard commercial practices. The standards of workmanship shall be such that the system complies with the requirements set forth in this purchase description.

4. WARRANTY: Each transducer and indicator provided shall include, at a minimum, a standard 2 year warranty.

5. TESTING: This item will be inspected and accepted at destination as stated in the contract. The item will be checked with test equipment with parameters equal to or better than those required to ensure that specified performance parameters are met. Test equipment used shall have first echelon certification directly traceable to the National Institute of Standards Technology (NIST) or other AFMETCAL-approved equivalent international laboratory. Tests will be performed to ensure that the
