About this opportunity
The Department of Agriculture Forest Service seeks purchase of 100,000 high UV-protected white cone-shaped tree shelters, 100,000 rigid seedling protector tubes, and 100,000 round bamboo stakes for the Tonto National Forest, with quotations due June 1, 2026, and questions due May 25. This is a Total Small Business Set-Aside; all responsible sources may submit quotations.
Place of performance includes two delivery locations: Payson Ranger District (1009 East Highway 260, Payson, AZ 85541) and Globe Ranger District (7680 6 Shooter Canyon Road, Globe, AZ 85501), with 50,000 units of each item type split evenly between the two sites. All deliverables must arrive by October 23, 2026. The NAICS code is 113210, Forest Nurseries and Gathering of Forest Products; PSC is F005, Natural Resources/Conservation–Forest Tree Planting.
Technical specifications require tree shelters to be 18 inches tall, one-piece polymers with integrated metal stakes and UV stabilizers, not Styrofoam or polystyrene, with field durability of at least three years. Seedling protector tubes must be rigid with diamond-mesh pattern, 5 inches diameter and 36 inches tall, photodegradable and capable of standing upright. Bamboo or wooden stakes must be 1/2 to 5/8 inches diameter, 4 feet tall, biodegradable, and able to weave through tube mesh. Mesh density must protect seedlings from large animal herbivory while accommodating poles between 1/2 to 3/4 inch diameter. The contractor is responsible for all parts, labor, shipping, packing, transportation with lift gate capability, and replacement of severely damaged pallets (>50% loss) within two weeks of delivery. The contractor must hold prices firm for 90 calendar days from receipt deadline.
Award will be made to the lowest priced, technically acceptable offer. The Government reserves the right to make multiple awards for different line items if such awards result in better value, assuming $500 per purchase order administrative cost. Questions and Answer Document was posted May 26, 2026.
