Salient Characteristics Summary: 312 Q3 CON POW FOR Dude Phase 1 Tree Shelters

This document is a Salient Characteristics file for a federal procurement of tree shelter materials for the Tonto National Forest. The Payson and Globe Ranger Districts require 100,000 units each of three distinct product types: high UV-protected white cone-shaped tree shelters (18 inches tall ±2"), rigid seedling protector tubes with diamond mesh pattern (5 inches diameter ±0.5", 36 inches tall ±2"), and round bamboo or wooden stakes (1/2 to 5/8 inches diameter, 4 feet tall ±2"). These materials will protect newly planted tree seedlings from animal damage and environmental hazards. The tree shelters must be one-piece polymers with integrated metal stakes and cannot be made of Styrofoam or polystyrene. The rigid seedling protector tubes must be photodegradable and capable of standing upright. The bamboo stakes must be biodegradable and able to weave through the tube mesh.

Materials will be split evenly between two delivery locations: 50,000 of each product type to Payson Ranger District (1009 East Highway 260, Payson AZ 85541) and 50,000 of each to Globe Ranger District (7680 6 Shooter Canyon Road, Globe AZ 85501). All deliverables must arrive by October 23, 2026, by close of business. The contractor is responsible for all parts, labor, shipping, packing supplies, and transportation with lift gate capability. The contractor must replace severely damaged pallets (>50% loss) within two weeks of delivery. Tree shelters must remain durable in field conditions for a minimum of three years. Tree shelters may be shipped on pallets in packages of 1,400-1,600 units; tubes and stakes may be sold by the box and bundle respectively, with packaging dependent on vendor specifications.
