About this opportunity

GSA Federal Acquisition Service is preparing to procure nationwide tolling management services for a large federally leased vehicle fleet and anticipates solicitation release in late 2026 or early 2027, with an Industry Day held on August 31, 2026.

The scope covers approximately 200,000 GSA Fleet vehicles with potential expansion to an additional 150,000 agency-owned, non-postal service federal vehicles. GSA issued RFI 47QMCA26N0077 on July 23, 2026 (closed August 6, 2026) and posted government responses to vendor questions on October 1, 2026. Place of performance is nationwide across all U.S. tolling authorities.

GSA requires a hybrid managed service solution supporting toll payment and account management with interoperability across multiple tolling authorities and toll collection systems. The contractor must serve as the legal toll-account holder and settlement party, advance toll payments with working capital, and integrate with GSAFleet.gov via API with daily secure data ingestion. Solutions must support all vehicle classes from passenger vehicles to specialty vehicles such as ambulances and refrigerated trucks. GSA prefers hybrid device and device-less options rather than WEX Fleet Charge Cards, with tolls classified as travel expenses per Federal Fleet Management Policy.

Technical requirements include contractor-provided, government-owned transponder devices; Section 508 accessibility conformance; and customer support with 24-hour response time for GSA's 10-person program management team. The anticipated award structure is a Blanket Purchase Agreement with separate Contract Line Item Numbers, structured as a single enterprise customer with integration at tag or VIN level enabling hierarchical breakdowns by agency, sub-agency, license plate, and billing account code. GSA expects phased implementation with pilot go-live anticipated shortly after award. Software components must deploy within the agency's pre-authorized IT infrastructure to negate FedRAMP authorization requirements.
