About this file

This is a Request for Information (RFI) / Sources Sought document issued by the General Services Administration (GSA) on July 23, 2026, for nationwide tolling management services.

GSA seeks information from qualified vendors capable of providing comprehensive tolling management services for a large federal vehicle fleet. The initial fleet scope includes more than 230,000 GSA-owned vehicles leased to other federal agencies, with potential expansion to an additional 200,000+ agency-owned, non-postal service vehicles (estimated at approximately 200,000 GSA Fleet vehicles and 150,000 additional agency-owned vehicles based on operational geography). Required capabilities include centralized program management, transponder and transponderless toll processing, toll account administration, vehicle enrollment and maintenance, plate-level cost allocation, transaction reporting, data analytics, violation management, dispute resolution, customer service support, device and device-less options, and secure data exchange with government fleet management systems. The solution must support toll payment and account management across all U.S. tolling authorities with full interoperability and integration capabilities with federal government billing and systems of record. Vendors must also address their ability to support both GSA leased and agency-owned vehicles, including operational, technical, pricing, and contractual considerations for service expansion.

RFI responses are due August 6, 2026, by 5:00 P.M. Eastern Standard Time and must be submitted to Charlene.cardenas@gsa.gov and Leresa.garrett@gsa.gov with the subject line "Response to RFI - GSA Fleet Tolling Solution." Responses are limited to 10 pages in Times New Roman, 12-point font, and must address seven numbered topic areas: cover sheet information, capability statement and past performance, tolling solutions specifications, coverage and reporting capabilities, customer service options, cybersecurity posture, and contracting methods including estimated pricing for market research purposes. GSA will host an Industry Day with registration posted on SAM.gov prior to the event. This RFI is for market research and planning purposes only; it does not constitute a solicitation or commitment to contract, and responding vendors will not be reimbursed for response costs.

Request for Information/ Sources Sought

July 23, 2026

THIS IS NOT A SOLICITATION. This is a Request for Information (RFI) Sources Sought issued to conduct market research. This RFI is issued solely for informational and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue a RFQ in the future. This request for information does not commit the government to contract for any supply or service whatsoever. The General Service Administration (GSA) is not, at this time, seeking quotes and will not accept unsolicited quotes. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to the RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become government property and will not be returned. This announcement is based upon the best information available and is subject to future modification.

Overview:

The Government is seeking information from interested and qualified vendors that can provide nationwide tolling management services for a large vehicle fleet owned by GSA and leased to other federal agencies consisting of more than 230,000 vehicles, with the potential fleet size and associated requirements to increase over time as well as the possibility to include services for another 200,000+ agency owned, non-postal service, vehicles. Based on where these vehicles operate, the true number is likely closer to 200K for the GSA Fleet with the possibility for an additional 150K agency-owned vehicles. The Government requires a solution that can support toll payment and account management across the United States, including interoperability with multiple tolling authorities and toll collection systems and the ability to integrate with federal government billing and systems of record.

Required or desired capabilities may include centralized program management, transponder, transponderless and license plate toll processing, toll account administration, vehicle enrollment and maintenance, ability to bill by plate and other consolidated billing options, plate-level cost allocation, transaction reporting, data analytics, violation management, dispute resolution, customer service support, device or device-less options, and secure data exchange with

Government fleet management systems.

The Government is also exploring whether the same or similar tolling management services could be made available to agency-owned fleets as an optional service offering. Responses should address the vendor’s ability to support both GSA Fleet leased and agency-owned vehicles, including any operational, technical, pricing, or contractual considerations associated with expanding services to additional fleet categories.

This RFI is intended to assist the Government in understanding the marketplace, identifying capable vendors, assessing available service delivery models, and determining the appropriate acquisition strategy. Responses to this notice will be used for market research purposes only.
