About this opportunity
The Washington Headquarters Service, specifically the Pentagon Force Protection Agency (PFPA), is seeking a contractor to provide comprehensive toll management transponder services for 115 law enforcement and emergency fleet vehicles. The contract will cover E-Z Pass transponder equipment and services across Maryland, Virginia, and nearby states, with a focus on supporting Pentagon Police Division operations. Potential vendors must demonstrate expertise in E-Z Pass systems, data analysis, and customer support, with capability statements limited to 10 pages detailing company experience, existing DoD partnerships, and past performance from the last 5 years. The Sources Sought Notice indicates that responses are welcome from small and large businesses, including 8(a), HUBZone, SDVOSB, WOSB, and EDWOSB firms. The solicitation response deadline is February 25, 2025, at 12:00 PM EST, with submissions to be made electronically to the designated Contracting Officer.
The procurement is set aside as a Total Small Business opportunity under NAICS code 488490 for Other Support Activities for Road Transportation. The contract will be structured as a non-personnel, Firm-Fixed Price agreement with a 12-month base period and four 12-month option years. The initial requirement is for 100 E-Z Pass transponders, with the contractor responsible for providing equipment within 10 days of award, maintaining a centralized billing system, and offering customer support within 24 hours. Security requirements include obtaining Public Trust Clearance for employees and ensuring transponders do not have GPS tracking capabilities. Contractors must comply with Federal Privacy Act requirements and provide data security, equipment backups, and monthly delivery reports to the Contracting Officer's Representative (COR) within 15-30 days of award. While specific award value was not disclosed, the comprehensive scope suggests a significant operational support contract for the Pentagon's fleet management needs.
