PART 1
GENERAL INFORMATION
1.0 GENERAL: This is a non-personnel services contract to provide Toll Management transponder services for the Pentagon Force Protection Agency (PFPA), which currently maintains a fleet of 150 vehicles for use by authorized Pentagon Police Division (PPD) employees. Approximately 100 vehicles require transponders to enable access to toll roads in and around their prospective field offices and regional areas of responsibility without interruption by automated transponders.
1.1 Service Description/ Scope of Work: This will be a non-personnel service, Firm-Fixed Price (FFP)
Contract. The Contractor shall provide a full range of toll management services that support all national toll roads located within the CONUS, as well as transponder equipment, replacements, and full customer support for toll management services. The Contractor shall provide an internet-based reporting and centralized billing system with a user interface that promotes account management and supports opportunities for cost savings within the DoD Toll Management program. The Contractor shall provide personnel, management, materials, equipment, and facilities to perform the requirements outlined in this SOW. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who, in turn, is responsible to the Government.
1.1.1 The PFPA requires (100) E-Z Pass Transporters for the distribution of 115 Law
Enforcement/Emergency Fleet Vehicles. The purpose of these transponders is to reduce the need for individuals to stop at toll checkpoints. A transponder is a device that sends a signal in response to another signal and can be used to increase the efficiency of toll payments by allowing drivers to pass through checkpoints without needing to fumble for cash. The Contractor shall provide the necessary personnel, management, materials, equipment, and facilities to meet the requirements outlined in the Statement of Work
(SOW). PFPA/PPD will utilize the transponders for approved local and temporary duty travel.
1.1.2 The Government may require additional transponders and related services during the base or any option period, and surge modifications will be within the scope of the Contract to provide increased service for the defined task areas of this SOW.
1.2 Background: The Pentagon Force Protection Agency (PFPA) provides force protection, security, and law enforcement operations as required for the people, facilities, infrastructure, and other resources at the Pentagon Reservation and DoD activities and DoD-occupied facilities not under the jurisdiction of a Military Department within the National Capital Region (NCR). This responsibility includes the security of buildings and personnel, antiterrorism and force protection, emergency responses, and other key functions (including the protection of senior DoD officials). To provide the required law enforcement services explained above, the Pentagon Police Division (PPD) currently has a small fleet of specialized vehicles that require routine maintenance and upkeep to maintain the high level of force protection required by DoD standards. These specialized vehicles are utilized within the jurisdiction of the Pentagon Reservation and facilities throughout the NCR within our assigned area of responsibility.
1.3 Objective: The objective of this Contract is to provide toll aggregation management for the agency's
Government-owned vehicles without interruption while capturing data for billing and reporting on an internet-based system. The full requirement for contractor-provided toll aggregation services includes transponder equipment and customer service. The Contractor shall provide PFPA customers accessibility to the E-ZPass transponders for use during official business-related local and Temporary
Duty (TDY) travel along toll roads in Maryland, Virginia, and other nearby states.
1.3.1 The PFPA requires (100) E-Z Pass Transporters for the distribution of 115 Law

The Contractor shall provide the necessary personnel, management, materials, equipment, and facilities to meet the requirements outlined in the Statement of Work
(SOW). PFPA/PPD will utilize the transponders for approved local and temporary duty travel.
1.3.2 The Government may require additional transponders and related services during the base or any option period, and surge modifications will be within the scope of the Contract to provide increased service for the defined task areas of this SOW.

Such contract service providers shall be accountable solely to the Contractor, who, in turn, is responsible to the
Government.
1.4.2 PFPA has 115 Law Enforcement/Emergency vehicles and will assign and/or issue One hundred (100) transponders procured as required to conduct the Government's business.
This will allow the transponders to be assigned to different vehicles registered to PFPA for personnel to use when required. The transponders are used for approved local and temporary duty travel. The PFPA fleet manager will record and monitor the customers' use of the transponders. The PFPA Fleet Manager will require monthly reports from the
Virginia Department of Transportation (VDOT) and E-ZPass office regarding transponders' use, monetary balance, and status.
