About this opportunity
The Department of State's U.S. Embassy in Singapore is seeking a contractor to supply and replace doors and windows in a "Conserved" status U.S. Government owned residence located in Singapore. This pre-solicitation notice indicates the opportunity will be a firm fixed price contract for wood window and door manufacturing services, with electronic submissions accepted through SAM.gov. Prospective offerors must be registered in the System for Award Management (SAM) database prior to submitting a proposal, and will need to demonstrate compliance with all Singapore legal and regulatory requirements for business operations. The government may award the contract based on initial offers without further discussion, and a site visit is planned with specific details to be included in the full solicitation. Offerors will need to carefully review all requirements and ensure their submissions meet the specified technical and administrative criteria.
The pre-solicitation notice does not specify a set-aside designation, indicating the opportunity is open to all responsible sources. While no specific budget range or award value is disclosed, the contract appears to be for a singular residential property renovation project. The opportunity is categorized under NAICS code 321911 for Wood Window and Door Manufacturing and PSC code Z1AA for Maintenance of Office Buildings. Electronic submissions are permitted, with a maximum attachment size of 30MB per email, potentially requiring multiple email transmissions for comprehensive proposals. Prospective contractors must navigate multiple Singapore regulatory websites including ACRA (business registration), Ministry of Finance (tax regulations), and the Ministry of Manpower to ensure full compliance with local operational standards. The precise timeline for the solicitation and contract performance is not explicitly detailed in the pre-solicitation notice.
