About this opportunity

The Department of State's US Embassy in Singapore is seeking a qualified contractor to conduct a comprehensive hygrothermal study of a US Government-owned residence located in the Central Area of Singapore. The solicitation (RFQ 19SN1025Q0019) requires a detailed analysis of moisture migration potential, condensation risks, and environmental conditions within the building's walls, roof, and attic using advanced software like WUFI or COMSOL. Contractors must be registered in the System for Award Management (SAM) and submit a complete proposal including SF-1449, pricing details, representations and certifications, and proof of SAM registration. The government intends to award the contract to the responsible offeror submitting the lowest-priced acceptable proposal, with quotes due by June 9, 2025, at 4:30 PM local time. Proposals must be submitted electronically to SGProcurementRFQ@state.gov and will be evaluated based on initial submissions, with the potential for discussions if needed.

The contract is not set aside for any specific category of business and will have a 30-calendar day performance period. The place of performance is in the Central Area of Singapore, specifically at the Deputy Chief of Mission Residence. While no specific award value is disclosed, the project requires a comprehensive analysis considering ten-year extreme weather conditions, with deliverables including a detailed hygrothermal report, issue identification, and recommended remediation strategies. The contractor must work within strict parameters, including limited compound access and working hours of 0800-1630 Monday through Friday, with minimal alterations to the building's original structure. The study falls under the Engineering Services NAICS category (541330) and the Architect and Engineering Management Engineering PSC category (C214), indicating a specialized technical service requirement for this government-owned property.
