About this opportunity

The National Institutes of Health's Office of NIH Business Systems (ONBS) has published a Special Notice for the acquisition of the FlexDeploy DevOps Automation Tool, including licensing, installation and implementation support services, training, maintenance support services, and supplies. This is a Total Small Business set-aside contract opportunity posted on February 11, 2026, with a submission deadline of February 12, 2026. The government intends to award this acquisition to Flexagon, LLC, a firm located in Green Bay, Wisconsin, as a sole-source contract. The classified as a Firm-Fixed Price purchase order, this acquisition falls under the NAICS category of Other Computer Related Services and the PSC category of IT and Telecom Business Application Software (Perpetual License Software).

The purpose of this acquisition is to procure a DevOps automation tool that will enhance NIH Business Systems Cloud operations by automating processes across cloud and infrastructure resources, applications, databases, and middleware while improving release management, security, controls, governance, speed, and quality. Interested parties must submit written capability statements by 12:00 p.m. EST on Thursday, February 12, 2026, to veenuvarma@nih.gov with "NIH-Flexdeploy" in the subject line, demonstrating their ability to fulfill the requirement. The government has noted that the FlexDeploy tool has unique qualifications and existing integrations with SVN and GitHub, and replacing it would negatively impact operational continuity and incur prohibitive transition costs, which is the rationale for the sole-source approach. However, the government reserves discretionary authority to compete the award if responses demonstrate that other organizations possess comparable capability. The award is anticipated within three calendar days of the notice date, unless the government determines another organization can meet the requirement.
