The Department of the Interior Fish and Wildlife Service seeks parking lot seal, crack repair, and striping services at Cross Creeks National Wildlife Refuge in Dover, Tennessee, with proposals due September 14, 2026. This is a total small business set-aside.
Place of performance is Dover, Tennessee. The scope covers approximately 2,660 square yards of asphalt and concrete parking areas, including two concrete parking areas (approximately 45' × 24' each with 6 standard and 2 ADA spots), one asphalt parking area (approximately 62' × 38' with 8 spots), an employee parking area (approximately 20' × 21' with 2 spots), a crosswalk (approximately 21' × 6.5'), roads to the maintenance compound and employee parking, and the main asphalt road from Wildlife Road to the Employee Parking Lot (approximately 700' × 15'). All painted surfaces including handicapped spots, parking lot striping, yellow centerlines, ADA markings, and bollards require repainting. The contractor must clean the entire parking area using power brooms and industrial blowers, apply federally specified asphalt sealer with agitated sand mixture, and stripe the lot with white paint for standard spaces and blue paint for ADA spots. Expected performance is 2–4 days, with a delivery date of December 31, 2026 and a period of performance from June 15, 2026 to December 31, 2026.
The NAICS code is 812930 (Parking Lots and Garages) with a small business size standard of $47 million. PSC is Z2LB. Award will be made on a firm-fixed-price basis using Lowest Price Technically Acceptable (LPTA) evaluation, considering technical capability, past performance, and price. Contractors must submit SF 18 forms, past performance references, and a completed price schedule covering all materials, labor, equipment, and supervision. A mandatory site visit is required. Vendors cannot have a termination for fault or default within the last seven years. Questions are due September 3, 2026 at 3:00 PM EST. Service Contract Act Wage Determination WD #2015-5747 (Revision 34, effective August 22, 2026) applies, establishing prevailing wage rates for Stewart County, Tennessee.
