About this file

This is Amendment P00001 to Solicitation 140FS326Q0097, issued by the U.S. Fish and Wildlife Service (FWS), SAT Team 3, located in Falls Church, Virginia. The amendment provides answers and clarifications to contractor questions regarding parking lot and road maintenance services at Cross Creeks National Wildlife Refuge in Dover, Tennessee.

The solicitation covers asphalt sealing, crack repair, and restriping services across multiple parking areas and access roads at the refuge. Scope includes two concrete parking areas (approximately 45' x 24' each with 6 standard and 2 ADA parking spots), one asphalt parking area (approximately 62' x 38' with 8 parking spots), an employee parking area (approximately 20' x 21' with 2 spots), a crosswalk (approximately 21' x 6.5'), roads to the maintenance compound and employee parking, and the main asphalt road from Wildlife Road to the Employee Parking Lot (approximately 700' x 15'). All painted surfaces including handicapped spots, parking lot striping, yellow centerlines, ADA markings, and bollards require repainting. The amendment clarifies that vendors must submit all-inclusive quotes covering all supplies, labor, and services needed for complete project execution, with contractors determining whether one or two coats are necessary based on site conditions. The revised solicitation due date is September 14, 2026, at 3:00 PM EST. Site visits are strongly recommended but not mandatory; technical contacts are Troy Littrell (731) 642-2091 and Ricky Eastridge (931) 305-9663. FAR 52.219-14 Limitations on Subcontracting does not apply to this solicitation.

PPR2118014-LR 4 - TN-CROSS CREEKS

NWR-00000-OFFICEPARKING LOT - Answers and

Clarifications to Questions.

1. The purpose of this amendment is to provide answers and clarifications to questions received.

2. Question: Does the required restriping include the existing double yellow lines on the property, or only the white parking lot lines and blue ADA markings stated in the PWS?

2a Answer: The quote that we are basing this contract on includes repainting all painted areas: handicapped spots, parking lot striping, crosswalk, paved road centerline and edge line. Our intent is to have the parking areas and associated road renewed.

3. Question: The solicitation states that a site visit is mandatory, but we did not find a date, time, or registration procedure. Please provide the site-visit arrangements and any attendee information required.

3a. Answer: Although it is not mandatory to visit the site prior to the providing a quote it is strongly recommended. If needed this recommendation could be used as a deciding factor for technical experience.

(C) standard parking stalls, ADA stalls, and approximate linear feet of striping, plus any stencils, directional arrows, crosswalks, curb painting, or fire lanes in scope.

5a. Answer: All asphalt areas need sealing and cracks repaired.

There are two concrete parking areas (see included pics). Both areas are approximately

45' x 24'. The two concrete parking areas combined have 6 standard parking spots and 2

ADA parking spots. Each parking spot has a concrete parking stop that will need to be painted (6 yellow and 2 ADA blue). There is

21' long yellow striping between each parking spot so folks will paint 6 lines to accommodate these 8 parking spots. Concrete will need to be cleaned. ADA spots require new ADA stencil and painting (see photo).

There's a Cross walk that connects the ADA parking to the Visitor Center front walkway/door it is approximately 21' across the road and 6-1/2' wide that will need to be re-painted.

Parking Area 1 is asphalt and is approximately

62' x 38' with a small transition connecting it to the main asphalt road; this portion is 20' x

26'. Parking Area 1 contains 8 parking spots with 8 yellow concrete parking stops and 6 yellow parking lines that are 19' long. All concrete parking stops and parking lines need to be painted.

Continued

Next is Employee Parking area approximately 20' x 21' with 2 parking spots: 1 yellow parking line 21' long will need to be painted; 2 yellow concrete parking stops will need to be painted along with 2 yellow bollards.

Employee access road to Visitor Center Basement is approximately 195' x 15'. No painting involved; just cracks and sealing.

6. See additional photos added for clarity.

7. Question: Please provide the count of standard parking stalls, ADA stalls, and approximate linear feet of striping, plus any stencils, directional arrows, crosswalks, curb painting, or fire lanes in scope.

7a. Answer: Next is asphalt road to our

Maintenance Compound. It is approximately 160' long x 12' wide. No painting, just cracks and sealing. Next is asphalt road from employee parking to our main gravel road (Public Use road). No paint, just cracks and sealing.

Our main asphalt road from Wildlife Road to the

Employee Parking Lot is approximately 700' long x 15' wide. It needs crack repair and sealing.

It also has a double yellow centerline that will need to be repainted and a solid white rectangular line to indicate the spot to stop at a stop sign.

All parking area and road measurements are approximate. Curves and transitions between roads and parking areas make accurate measurements a challenge. A knowledgeable contractor should be able to determine a bid from this information.

8. Question: One additional scope clarification: the solicitation continuation sheet lists a separate line for ¿Crack Seal

Parking Area,¿ but the PWS and price schedule only describe the seal-and-stripe work and do not provide a crack-sealing quantity or technical requirements.

8a. Answer: It is FWS intent for qualified vendors to submit a quote that is all inclusive or all supplies, labor and any other needed items or service to complete this service in its entirety. If there is a crack or seal you as the subject matter expert will have to state whether it will take one or two coats to fix it.

9. The quote due date is extend to: September

10. FAR 52.219¿14 Limitations on Subcontracting

(Oct. 2022), does this clause limit the number of subcontractors I can use?

10a. Answer: This is general language in FAR

52.212-5 Contract Terms and Conditions Required

To Implement Statutes or Executive Orders -

Commercial Products and Commercial Services.

(MAR 2026)

Typically, if we do not place a check mark next to this clause then it does not apply, (see pic below). In addition, it applies to services above the simplified acquisition threshold which right now is $250k. This clause does not apply to this solicitation.

11. All other terms and conditions remain the same.
