About this opportunity
The Army Materiel Command Army Contracting Command Aberdeen Proving Ground intends to solicit a man-portable Multi-Phase Chemical Sampling Analysis (MPCSA) system capable of full-rate production and worldwide tactical deployment, with responses to the Request for Information due by July 3, 2026. No set-aside is anticipated.
The MPCSA must operate in dismounted configuration and identify, classify, and quantify liquid, solid, vapor, and aerosol chemical hazards—including Chemical Warfare Agents, Non-Traditional Agents, Toxic Industrial Chemicals, and Pharmaceutical-Based Agents—at nanogram and parts-per-trillion sensitivity levels. The system must be one-person portable (1.5 cubic feet or less, 40 pounds or less including batteries), process 20 samples per hour, operate continuously on host platform power or for 4 hours on DoD batteries, and demonstrate Technology Readiness Level 6 for liquid/solid detection and Level 3 for vapor/aerosol detection. Capabilities must support remote networked operation via TCP/IP over 802.11, Ethernet, and USB-C, include modular inlets, and require minimal consumables where possible.
Respondents must submit via the JETT platform with system descriptions, independent performance data, manufacturing readiness information, quality and maintainability data, support equipment requirements, technical data rights assertions, and facility clearance status. Pricing must include annual production quantities at 10, 50, 100, and 200 units. A prototype is required by third quarter FY27. Responses are limited to ten pages.
Notice text
The JPM CBRN IEW has requirements that may result in full rate production and deployment of MPCSAs in tactical environments worldwide. The Government requires a man-portable system capable of identifying and classifying known and unknown liquid, solid, vapor and aerosol chemical hazards and quantifying low-level vapor and aerosol hazards to meet MPCSA's requirements. The MPCSA will operate in a dismounted configuration. The Department of War will use MPCSAs to conduct and/or support their missions. These missions include post-attack monitoring, base defense, decontamination assurance, demasking, dismounted reconnaissance, and field confirmatory chemical analysis in forward operating locations. JPM CBRN IEW is updating market research from both Government and industry to ensure technical readiness and manufacturing readiness information of available capabilities is current and accurate.
