About this opportunity

The Army Materiel Command, Army Contracting Command Aberdeen Proving Ground is requesting information on prophylactic platform technologies for medical countermeasures against chemical, biological, radiological, and nuclear threats, with responses due by November 18, 2026. This is a Request for Information issued under FAR Part 10 for market research purposes and does not constitute a binding solicitation or contract obligation.

The Capability Program Executive for Chemical, Biological, Radiological and Nuclear Defense seeks to accelerate development of existing prophylactic medical countermeasures on proven platform technologies—nucleic acid platforms, viral vectors, recombinant proteins, and nanoparticle systems—with clinical safety data or strong preclinical immunogenicity, safety, and efficacy profiles. The Government prioritizes broad-spectrum countermeasures providing cross-protection across multiple agent classes, biological response modifiers and adjuvants, and alternative routes of administration including microneedle patches, intranasal formulations, sublingual/oral delivery, and inhaled aerosol systems.

Respondents must submit a single searchable PDF not exceeding four pages plus cover page addressing technical approach and product maturity, regulatory and clinical status, manufacturing and supply chain capabilities, development roadmap with rough order of magnitude cost estimates, and company profile and teaming strategy. Cover pages must include organization name, CAGE code, Unique Entity Identifier, primary business address, point of contact, business size status, and commercial or consortium affiliations. Submissions must be emailed to Scott I. Hoffman, Agreements Officer, and Alexander Z. Mayatte, Agreements Specialist, with subject line "RFI Response: PME CBRND JPM CBRN Medical ADP - [Organization Name]." The Government retains all submissions as its property and will not reimburse response preparation costs.
