About this file
This is a Request for Information (RFI) issued by the Joint Project Manager Chemical, Biological, Radiological and Nuclear Integrated Early Warning (JPM CBRN IEW) seeking market capability assessments for a Multi-Phase Chemical Sampling Analysis (MPCSA) system. The Government is conducting market research to evaluate technical and manufacturing readiness of available capabilities for potential full-rate production and worldwide deployment of man-portable chemical detection systems for tactical military operations including post-attack monitoring, base defense, decontamination assurance, demasking, dismounted reconnaissance, and field confirmatory analysis.
The required system must be one-person portable (1.5 cubic feet or less, 40 pounds or less including batteries) and capable of identifying and classifying liquid and solid traditional Chemical Warfare Agents at nanogram levels, identifying and quantifying vapor and aerosol CWAs, Non-Traditional Agents, Toxic Industrial Chemicals, and Pharmaceutical-Based Agents at parts per trillion levels, processing 20 samples per hour, and operating continuously on host platform power or for 4 hours on DoD batteries. The system must demonstrate Technology Readiness Level 6 for liquid/solid detection and Level 3 for vapor/aerosol detection, support remote operation with networked capabilities (TCP/IP via 802.11, Ethernet, and USB-C), require minimal consumables where possible, include modular inlets, provide well-defined operation and maintenance manuals and training materials, and deliver a prototype by third quarter FY27. Responses must be submitted through the JETT platform by July 3, 2026, limited to ten pages maximum, and must include system descriptions, independent performance data, manufacturing readiness information, quality and maintainability data, support equipment requirements, technical data rights assertions, facility clearance status, and pricing information at annual production quantities of 10, 50, 100, and 200 units. The procuring agency is the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground.

REQUEST FOR INFORMATION (RFI)
RFI Announcement # Title: Joint Project Manager Chemical, Biological, Radiological and Nuclear Integrated Early Warning (JPM CBRN IEW) Independently Qualified and Production Capable Multi-Phase Chemical Sampling Analysis (MPCSA) Survey
I. DISCLAIMER:
a. This announcement constitutes a Request for Information (RFI) for the purpose of determining market capability of sources or obtaining information. It does not constitute a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Any formal solicitation that may subsequently be issued will be announced separately through System for Award Management (SAM.gov). Information on the specific topics of interest is provided in the following sections of this announcement. Neither JPM CBRN IEW nor any other part of the federal government will be responsible for any cost incurred by responders in furnishing this information.
II. BACKGROUND:
a. The JPM CBRN IEW has requirements that may result in full rate production and deployment of MPCSAs in tactical environments worldwide. The Government requires a man-portable system capable of identifying and classifying known and unknown liquid, solid, vapor and aerosol chemical hazards and quantifying low-level vapor and aerosol hazards to meet MPCSA's requirements. The MPCSA will operate in a dismounted configuration. The Department of War will use MPCSAs to conduct and/or support their missions. These missions include post-attack monitoring, base defense, decontamination assurance, demasking, dismounted reconnaissance, and field confirmatory chemical analysis in forward operating locations. JPM CBRN IEW is updating market research from both Government and industry to ensure technical readiness and manufacturing readiness information of available capabilities is current and accurate.
b. Below are additional requirements:
1. Be one-person portable, i.e., having a volume of 1.5 cubic feet or less, having a weight of 40 pounds or less, including internal batteries.
2. Identify and classify liquid and solid traditional Chemical Warfare Agents (CWAs) at very low levels i.e., nanogram (ng).
3. Identify, classify, and quantify low levels of Vapor and Aerosol CWAs, Non-Traditional Agents (NTAs), Toxic Industrial Chemicals (TICs) and Pharmaceutical Based Agents (PBAs) i.e., Part Per Trillion (PPT).
4. Be able to process ≥ 20 samples per hour.
5. The ability to remotely operate in an isolated configuration and the ability to be networked to other CBRN detectors and/or service computing environments. The ability to communicate with a tablet or computer is also required. Include TCP/IP communications through 802.11, ethernet (RJ-45), and USB-C.
6. Limited use of consumables for the product. Where consumables are required, calibrants and other consumables should be commercial products when possible.
7. Multiple inlets are acceptable and must be modular if they get exchanged.
8. Be capable of continuous operation when using host platform or fixed-site power sources.
9. Be capable of operation for 4 continuous hours when using DoD inventory batteries.
10. Reproducible and consistent performance across high-volume production.
11. Have well-defined manuals for operation and maintenance.
12. Have well-defined training materials.
13. Ability to produce a prototype by 3QFY27.
III. SPECIFIC INFORMATION OF INTEREST:
a. It is anticipated that the papers received will reflect the best available technology assessments from those companies and Government agencies that are particularly knowledgeable in the field of chemical detection. The JPM CBRN IEW will analyze the information papers received and reach independent conclusions regarding further interests. The Government, at its discretion, may release follow-on notifications if desired.
b. The JPM CBRN IEW may host an Industry Day in conjunction with this RFI.
IV. SUBMISSION INSTRUCTIONS and FORMATTING REQUIREMENTS
a. Responses are requested by 7/3/2026 after release of this RFI. Any response received may not be included in reporting or assessments.
b. Responses to this RFI must be submitted through the Capability Program Executive Chemical, Biological, Radiological, and Nuclear Defense (CPE CBRND) Joint Enterprise Technology Tool (JETT), a government‑owned platform designed to showcase industry capabilities to the CBRND enterprise. JETT is not a source‑selection portal and should not be used to submit proprietary or classified information, including personally identifiable information. Any proprietary material should be reserved for potential follow‑on CPE CBRND industry events or other designated venues.
c. Please follow the steps below to submit your RFI response through the JETT Platform:
1. Access JETT via the following link: https://jacks.jpeocbrnd.army.mil/JETT. If you don’t have a JETT account, please register and complete the email verification process. Please allow up to 24 hours for account access approval.
2. Once logged in, select the “Reply to an RFI” option and enter the corresponding RFI Notice ID to ensure your response is linked to this specific opportunity.
3. Complete the brief questionnaire describing your technology and upload your official RFI response, ensuring all requirements and questions are fully addressed.
4. If you have any questions or experience any issues, please contact the JETT team at: usarmy.apg.dod-jpeo-cbrnd.mbx.jett@army.mil.
d. The JPM CBRN IEW is seeking from responders a brief capabilities statement package (no more than ten 8.5 X 11-inch pages, font no smaller than 10 point, including images, data displays, charts, graphs, and tables) demonstrating ability to provide the products/systems listed in this Technical Description. Interested businesses are encouraged to ensure their submittals are complete and address all items outlined within this notice.
