About this opportunity
The Department of the Air Force Space Command through the 30 Contracting Squadron at Vandenberg Space Force Base seeks delivery, assembly, and installation of 88 Twin XL hardwood bunkable bedframes, 88 Twin XL commercial innerspring mattresses, and turn-key on-site delivery and assembly services for the Titian Dorm, with proposals due September 23, 2026 at 1:00 PM PST. This is a 100 percent small business set-aside under NAICS 337122, foreclosing competition outside that pool.
Place of performance is Lompoc, California at Vandenberg Space Force Base, Building 13135 (floors 1 and 2, 22 rooms). All delivery and installation work must be completed by December 4, 2026, supporting 110 arriving students; delivery of beds and mattresses is not permitted before November 16, 2026. The bedframes must be institutional-grade solid hardwood or hardwood veneer construction with tool-less wedge-lock assembly and integrated sinuous wire support, clear oak finish, sized for 38" x 80" mattresses. Mattresses must be commercial-grade innerspring units with heavy-duty steel coils, continuous border rods, and fluid-proof, bed-bug-resistant ticking compliant with 16 CFR Parts 1632 and 1633, measuring 38" W x 80" L x 8"-11" D. Contractor must also transport and store 44 existing Full XL bedframes and 44 mattresses to Building 11352 per local Civil Engineering requirements; no government staging space will be provided. A critical logistics constraint exists: the stairwell width at the installation location measures 36.5 inches clear; contractors must design manual multi-story transport without elevators. Contractor personnel must fluently speak, read, understand, and write English and obtain security passes and badges through the Security Forces Squadron. All work must comply with California Building Code 2010, UFAS, ADAAG, and Vandenberg AFB Facilities Excellence Standards; work is performed Monday through Friday, 7:00 a.m. to 5:00 p.m. PST, excluding Federal Holidays. OSHA safety requirements apply; accident reports are due within five calendar days. A one-year warranty is required on all furnishings against defects in materials and manufacture. SCA prevailing wage determination No. 2015-5647, Revision 29 (Santa Barbara County), applies; wages range from $16.95 to $74.88 per hour depending on occupational classification, plus $5.92 per hour fringe benefits (Health & Welfare). Award follows a three-phase sequential evaluation: Phase 1 is mandatory Go/No-Go requiring explicit written commitment to 100 percent completion by December 4, 2026; Phase 2 evaluates technical compliance with salient characteristics, logistics capability for manual stairwell transport, and administrative compliance with specified representations and certifications; Phase 3 awards to the lowest-priced conforming offeror. Quotation packages must include signed schedule commitment, technical literature and dimensional drawings demonstrating flammability compliance, logistics narrative detailing multi-story manual transport operations, pricing for all contract line items, and completed representations and certifications (FAR 52.204-90, 52.209-2, 52.225-4, DFARS 252.225-7000, 252.204-7016, 252.204-7017). Amendment 3 (September 22) requires formal acknowledgment of receipt on SF-30 for all amendments. Amendment 2 (September 22) extended delivery schedules to November 16 and removed furniture disposal requirements from the Statement of Work; Amendment 1 (September 21) incorporated SCA wage determination. Contracting officers are Christopher Hummel (christopher.hummel.6@spaceforce.mil, 805-605-0490) and Jeffrey Weeks (805-606-5866). Quotations remain valid for a minimum of 30 calendar days. The solicitation incorporates FAR and DFARS clauses by reference, including the nonmanufacturer rule (FAR 52.219-33).
